The project, awarded to Dickerson Infrastructure, is funded through $4.3 million from the Department of Environmental Protection (DEP) and $1.6 million from a previous hurricane restoration grant program. The county’s contribution is expected to range from $600,000 to $2.3 million, sourced from the local option tourist tax. Construction is slated to commence in November 2024 and conclude by April 2025.
During the discussion, a council member highlighted the beach’s previous status as a natural beach without engineered structures. The project’s approval was unanimous. The council also discussed access agreements for transporting sand to the beach, identifying Turtle Trail beach access, Lot One on SE Court, and Beachcomber Lane as permitted access points. These agreements, ensuring the restoration of these sites to their pre-construction conditions by May 2025, were also approved without opposition.
Additionally, the council sanctioned a work order for construction administration services related to the Sector 4 project. Coastal Tech Technology Corporation was selected to provide engineering and biological support services. The authorization of this work order, totaling $392,500, was also approved unanimously.
Other topics included the approval of a collective bargaining agreement with Teamsters Local Union number 769, effective from October 1, 2024, to October 30, 2027. The agreement features a minimum wage increase, adjustments to safety shoe allowances, and changes to overtime language. This agreement passed without objection.
The meeting also addressed the need for utility rate adjustments. A presentation highlighted a financial trajectory that could deplete reserves by 2027 if current rates remained unchanged. Proposed increases include a $10 rate hike starting January 1, 2025, followed by a $7 increase in October 2025. Even after these adjustments, Indian River County’s rates would remain among the lowest in the region. A public workshop is planned to further discuss these changes before a formal vote.
A notable discussion focused on the future of water and sewer impact fees. The council explored the need to reassess these fees in light of anticipated growth and infrastructure requirements. A motion to consider raising connection fees was supported, with council members emphasizing the importance of data-driven decisions. The council committed to maintaining transparency, with regular public updates on the project’s status and findings.
In preparation for the Indian River County centennial celebration in 2025, the council discussed various planned events, including lectures, a history fair, and a parade. The presentation noted confirmed sponsorships totaling $122,000. The initiative aims to engage the community through interactive elements and promotional items. A budget increase of $220,000 was proposed to enhance the celebration, with emphasis on the event’s historical significance. The council agreed to present a refined budget proposal in November.
The council also approved the purchase of a 10.5-acre property for Fire Station Number 15, located on the west side of County Road 510. The purchase agreement, set at $1.35 million, restricts future uses of the property to governmental purposes. This decision addresses a long-standing need for a permanent fire station in the North County area. The fire department expressed gratitude for the support, noting that funding for construction has already been secured.
Lastly, the council revisited the Gifford neighborhood plan, with emphasis on infrastructure improvements and community services. Commissioner Flesher highlighted the need for an annual report card to assess progress and called for a fresh look at the plan. The council acknowledged the need to address existing projects and committed to providing a status update on outstanding projects.
