The contractor faced troubling incidents, including online defamation and unauthorized photography of himself and his employees. The contractor’s departure has led to delays in addressing the septic system issues, which are currently managed by a less ideal tight tank system. The Board is now in the process of finding a new contractor to continue the work, hoping to avoid further delays in improving the system’s safety and efficiency.

Another major topic was the hearing of housing violations on Main Street. An inspection revealed multiple violations, including issues with cleaning common areas and the provision of oil. The building, technically considered a three-unit structure, is being treated as a single unit by the owner, complicating the resolution process. Multiple order letters have been issued, but some missed the timeframe for requesting a hearing. The Board is working with the owner to address the violations without the need for a formal hearing.

Additionally, the Board discussed updates on the septic system construction permit for a property on Green Street. The previously approved plans faced new challenges after the contractor’s withdrawal. The public’s harassment has further complicated the situation, causing delays in construction and increasing the risk of environmental hazards due to the current reliance on a tight tank system.

The Board also reviewed final plans for erosion repairs at the landfill, projected to cost over $50,000. The repairs will proceed through the public purchasing process, with hopes of starting before ground conditions worsen with the cold weather. Upgrades to the sewer pumping station at the landfill were also discussed, with plans to improve electrical panels and ensure automatic functioning of all pumping stations.

Health department updates included the scheduling of public vaccine clinics and efforts to address respiratory viruses, including COVID-19 and flu. A public clinic is set for October 2nd, with additional clinics scheduled for city employees and housing authority residents. The Board is also monitoring local West Nile virus and Eastern Equine Encephalitis cases, although no recent changes have been reported.

In terms of staffing, the Board announced the hiring of a new administrative coordinator starting September 30th, following the departure of a previous staff member. Office space has been reconfigured to accommodate the new hire.
