- Meeting Overview:
The Apopka City Council finalized the budget for fiscal year 2024-2025, setting the millage rate at 4.6876, despite public and council member concerns about infrastructure and budget transparency.
The most significant topic at the meeting was the adoption of the final budget and millage rate. The council approved a 4.6876 millage rate, maintaining the previous rate, with increases planned for the firefighters’ union and street maintenance. Public commentary highlighted concerns over infrastructure, specifically roads and sidewalks, and the need for better budget accountability. One resident, Rod Olson, questioned the millage rate due to what he perceived as a flawed budget, citing deferred maintenance and the frequent reallocation of funds at council meetings. Olson also raised issues about the lack of sufficient staff for water meter installation, while funds were being allocated for overseeing tennis and pickleball courts.
A council member expressed opposition to the budget, stating that they could not support it due to unresolved issues discussed in a prior meeting with the chief administrator. Despite this opposition, the budget was passed with one nay vote and one abstention.
In addition to the budget and millage rate, there was a discussion on the need for a dedicated executive director for the Community Redevelopment Agency (CRA). It was suggested that this could be brought up at a future CRA committee meeting.
The meeting also covered the allocation of funds for new positions, primarily part-time roles funded through parks and recreation programs. These positions will support initiatives such as summer camps at Apopka Middle School and other community activities.
The council noted that the proposed budget had been published in the Orlando Sentinel in accordance with statutory requirements. The total proposed budget represents a 21.6% increase from the previous fiscal year, amounting to an additional $35,891,811.
Public comments continued to stress the need for increased accountability, with suggestions for monthly financial performance reviews by department heads and a citizens’ committee to review the budget and make recommendations. There were calls for ensuring the accuracy of water meters, establishing a comprehensive strategic plan, and increasing development fees to shift more financial responsibility to developers.
