- Meeting Overview:
The East Longmeadow Town Council met on September 24, 2024, to discuss several issues, including the potential expansion of the planning board, the approval of various liquor licenses, and the reconsideration of the town’s cannabis policy. The absence of one council member and the participation of another via Zoom were noted.
A significant portion of the meeting focused on the challenges faced by the planning board due to member absences and the consideration of expanding its membership from five to seven members. The council discussed the possibility of introducing associate members to prevent delays in hearings and decisions, which often negatively impact applicants. An individual presented data highlighting the frequency of meeting continuations due to member absences.
One council member expressed opposition to the idea of associate members, arguing that it takes at least a year for new members to become familiar with zoning bylaws. They proposed that expanding the board to seven permanent members would be a more effective solution. Another council member echoed this sentiment, questioning the expectations for associate members’ attendance and whether they would be compensated similarly to current planning board members. Despite differing opinions, the council agreed that further discussions were necessary to explore both expanding the board and implementing a system of associate members.
In a related discussion, the council reviewed the proposed amendment of Chapter 250, which would allow for associate members on the planning board. The rationale behind this amendment was to ensure that meetings could proceed without delays when special permits were under consideration. The council acknowledged the ambiguity in Massachusetts General Law regarding associate members, prompting further consideration of the planning board’s structure.
Public comments also featured prominently in the meeting. Christina Brooks, who has a background in health insurance and the cannabis industry, addressed the council regarding the town’s ban on cannabis delivery and dispensaries. Enacted in 2016, the ban prevents cannabis-related businesses from operating in East Longmeadow. Brooks highlighted the significant revenue generated by cannabis sales in Massachusetts. She proposed the idea of establishing a small boutique dispensary, noting the potential market among residents and visitors who currently travel to Springfield and West Springfield for cannabis products. Brooks was encouraged to reach out to the town manager’s office to explore proposing a bylaw change.
The council also discussed the spending of gaming funds, which included the installation of radar speed signs and funding a feasibility study to connect sidewalks from the high school down Maple Street to Westwood. This connection was deemed essential for enhancing accessibility to the downtown area. Additionally, the council commenced work on a Digital Equity Planning Grant through the Massachusetts Broadband Initiative, with the goal of identifying local digital equity targets and resources needed for the community as it transitions to fiber internet.
Updates on Community Preservation Committee (CPC) projects were provided, including the demolition of the front portion of the barn at Brown Farm and a signed contract with Berkshire Design Group for a sports field study on Chestnut Street. The council noted an application deadline of November 1 for CPC project submissions, extending the typical schedule to accommodate a board reorganization.
The council addressed licensing matters, starting with a proposed change of DBA application from Barrera Incorporated. The chair expressed reservations about approving the application without adequate review, leading to a motion to continue the matter to the following meeting. The council also approved several one-day liquor license applications, including those for St. Paul the Apostles Church, a Vietnamese New Year celebration, and St. Luke Greek Orthodox Church’s Taste of Greece event. Additionally, a one-day liquor license for Oneway Brewing for Oktoberfest at Brown Farm was approved.
A debate arose regarding the Health Department’s recommendation to increase the mattress disposal fee from $15 to $30. The council engaged in discussions about the appropriateness of making such a change outside of the regular budget cycle and the financial implications of the current fee structure versus rising disposal costs. The council considered the potential for subsidizing the cost until the next budget cycle and reaching out to department heads to identify other fees requiring adjustments.
The meeting also included a review of municipal drop-off charges, with comparative data presented on local disposal fees. The council discussed scheduling a first reading of a proposed fee change for October 8, contingent on obtaining better data.
