Another topic addressed was the public safety concern following a violent crime in the East Hills neighborhood. A resident recounted the disruption caused by a recent shooting, which occurred during a drug deal and resulted in a robbery and a fatality. Community members called for the reinstatement of neighborhood patrols to enhance security, especially in light of new apartment developments expected to increase the population in the area.
Lead contamination in the city’s water supply also featured prominently in the discussions. Residents raised questions about the city’s efforts to replace lead service lines, referencing a $2.8 million grant from Pennvest that facilitated the removal of about 400 lead lines. The council acknowledged the challenge of identifying and replacing lead lines due to their century-old installations, with a timeline for complete remediation possibly extending over several decades. The Bethlehem Health Bureau informed the public about available testing kits and lead abatement programs, emphasizing the importance of public participation in ongoing lead testing initiatives.
In addition to public safety and health concerns, the council deliberated on budget adjustments and funding for various community projects. The administration requested the creation of a new account for Project Lifesaver, a grant-funded initiative to train police departments in Northampton County for search and rescue operations. This program aims to equip police with technology to track radio frequencies from bracelets worn by residents.
The council also reviewed proposed budget amendments related to the Fourth Street business district, which included funding for sidewalk replacements to meet ADA standards. Discussions focused on ensuring accessibility and the importance of compliance with disability regulations. Additionally, substantial funding was allocated for Friendship Park improvements, with grants covering two-thirds of the project budget.
Housing and community development were further addressed through resolutions involving the Community Development Block Grant budget. The council approved amendments to transfer funds for housing rehabilitation and to support the demolition of a deteriorating single-family dwelling, acknowledging concerns about “demolition by neglect” and the need for additional housing units.
