The new contract includes a $500 setup fee and a $4.95 monthly fee per participant. The council focused on sharing FSA costs based on actual participation to minimize financial strain on the city.
The meeting also involved deliberations on budget management, particularly concerning the street tree budget. A motion to reduce the budget from $125,000 to $115,000 was introduced, driven by broader budget constraints and the need for careful financial oversight. The council acknowledged the necessity of scrutinizing even council-initiated programs for potential funding reductions, aligning with recommendations from the park board. This decision highlighted a collaborative approach to addressing fiscal challenges.
In personnel matters, the council accepted several resignations and retirements with regret, including those of firefighter Josh Smith, police officer Elizabeth Gleon, and meter service worker Carl Kizar. Smith, who served for over 22 years, will retire at the end of the year, while Gleon is transitioning to the Crow Wing County Sheriff’s Department, effective October 4. In response to these changes, the council emphasized maintaining a robust roster of paid-on-call firefighters and discussed ongoing efforts to fill vacancies, including the potential hiring of an apprentice line worker to address shortages in the journeyman line worker position.
The council also agreed to postpone hiring a new Recreation Specialist until a new Public Works Director is appointed, as the position would report directly to this director. This decision was made to ensure alignment and compatibility within the department. Additionally, the council was informed about the unsuccessful hiring attempt for the Transit Operation Specialist position, prompting a reassessment of the hiring strategy moving forward.
