In another major decision, the council addressed a rezone of properties from agricultural to Industrial 3, consistent with the city’s comprehensive plan and future land use map. This rezone, formalized through the approval of Ordinance 288, was part of a broader strategic alignment with Becker’s 2040 vision.
The council also tackled amendments to Chapter 11 regarding fence height regulations. Residents had expressed interest in installing six-foot fences on residential corner lots, but existing city codes mandated a 30-foot setback, hindering these installations. The proposed amendment sought to reduce the setback requirement to 3 feet specifically for corner lots, balancing residents’ desires with safety concerns. Following deliberation, Ordinance 289 was passed without opposition, allowing for more flexible fence installations while maintaining safety standards.
Additionally, the council set a public hearing for October 15th to certify unpaid utility and weed grass removal charges. This effort aims to address overdue utility accounts and enforce compliance on properties with outstanding violations.
In financial matters, the council discussed a grant agreement related to a community energy transition grant. The city secured $770,000, to be combined with a larger grant of $3.8 million, to study the construction of a grade-separated interchange at Highway 10 and County Road 52. The grant agreement was reviewed by the city attorney and found satisfactory, with only a time frame extending to 2026 as a condition. The resolution approving the grant agreement was adopted.
Attention then turned to the planning and budgeting for the City Hall and police department construction projects. The council reviewed a furniture plan developed in collaboration with Fluid Interiors, focusing on the police department’s needs as phase one. The estimated cost was reported to be 10 to 15 percent below the initial $200,000 budget, offering some financial flexibility. A member inquired about the adaptability of the furniture plan to accommodate individual office preferences. The council approved the phase one furniture plan.
