- Meeting Overview:
The Yarmouth Conservation Commission, in its recent meeting, approved several significant initiatives aimed at enhancing local water quality and managing stormwater runoff. Among the projects discussed were the stormwater management improvements slated for Standish Way and Curve Hill Road, both critical sites within the Bass River Watershed. These efforts are designed to address runoff issues impacting coastal water quality and shellfishing areas, with funding sourced from federal grants and local contributions. Additionally, the meeting highlighted ongoing challenges with invasive species management and compliance with conservation regulations on private and public properties.
The commission’s discussion centered on two major stormwater projects, highlighting the ongoing collaboration between the town’s Department of Public Works and external consulting groups. The projects focus on treating untreated stormwater, which contributes to nutrient and bacteria pollution in Yarmouth’s watersheds. Representatives from the Association to Protect Cape Cod and the Horley Whitten Group detailed the plans, including the use of green stormwater infrastructure like infiltration trenches and bio-retention areas. These are strategically designed to reduce pollutants before they reach sensitive coastal waters.
At Standish Way, the proposed design includes the installation of a bio-retention area and an infiltration trench to address runoff issues from nearby roads and parking lots. The design aims to reduce bacteria and nitrogen pollution, with the site located near Mill Creek, a crucial shellfishing area. Native plantings will enhance nutrient uptake and improve ecological conditions. The town will be responsible for maintaining these installations, including the pervious pavement sidewalk and a timber retaining wall.
Curve Hill Road, another target for stormwater management, faces challenges from untreated runoff due to its proximity to the Bass River Watershed. The project involves constructing a stormwater wetland to treat runoff from a substantial drainage area. This constructed wetland will mimic natural processes. The project includes a detailed maintenance plan to ensure long-term effectiveness, with emphasis on managing invasive species and adapting to climate change impacts.
The commission also addressed compliance issues related to conservation land management and invasive species on private properties. A request for a certificate of compliance for property management efforts at Kingsbury Way highlighted persistent challenges with bamboo and fragmites. Despite efforts to control these invasive species, the commission recommended denying the certificate due to incomplete restoration and planting efforts. This decision underscored the importance of adhering to established conditions and the need for comprehensive restoration plans.
In another case, property management at a site faced scrutiny due to unauthorized maintenance and expired permits. The commission emphasized the requirement for a vegetated buffer and the installation of a fence to delineate conservation land. The enforcement order included specific deadlines for compliance, highlighting the need for a detailed land management plan and proper restoration activities.
The discussions reflected broader concerns about ensuring compliance with conservation regulations and the importance of effective communication regarding property management within the community. Additionally, the commission acknowledged staffing challenges, noting the recent departure of an assistant conservation agent and the need for interim support.
