The property is characterized by its small size of 22,000 square feet and includes various existing structures marked for removal. Greg Roy plans to reconstruct a degraded structural bump-out and remove an attached shed. New construction would take place on existing driveway surfaces, converting these into a two-car garage and additional living space, alongside a new entryway.
A focal point of the discussion was the removal of six trees—five deciduous and one pine—and the proposed construction of a retaining wall. To mitigate the environmental impact, six new trees are slated for planting. Roy emphasized that the new additions would not increase the impervious area, as they would be built on previously developed land. However, compliance with the Massachusetts Rivers Act became a central issue, especially regarding the comments from the Department of Environmental Protection (DEP) about riverfront area metrics.
The commission sought clarification on how the proposed changes would align with DEP regulations, particularly the allowable 10% alteration limit in the riverfront zone. Roy acknowledged the need for further documentation to substantiate compliance, especially given the project’s location in a previously disturbed area. He explained that the minimum threshold for disturbance is 5,000 square feet due to the lot’s size, highlighting the need for rigorous analysis to ensure adherence to environmental standards. The commission underscored the importance of not presuming new disturbances could be added without appropriate justification.
In contrast, the meeting also covered a comparatively straightforward request for determination of applicability concerning the installation of a stepping stone pathway by Paul J. and Lois Block. The proposal, represented by Matthew Proctor, involves a pathway extending from a dwelling to a dock on Hickory Hills Lake, designed to be constructed without heavy machinery. Proctor assured the commission that the pathway would not alter water runoff patterns, and commission members expressed no concerns after site visits, describing the project as straightforward. With no public comments, the proposal proceeded smoothly.
Additionally, the commission addressed an operational matter regarding the procurement of office equipment. Sophie, the Conservation Administrator, requested funds for essential tools, like a soil augur, necessary for her responsibilities. The unusual protocol of bringing such a request to the commission was acknowledged, with support from Jenny regarding funding from the WPA account. The commission unanimously approved $290 for the equipment.
