- Meeting Overview:
During the South River Borough Council meeting on October 7, 2024, discussions centered around two issues: a comprehensive water line replacement project and urgent traffic safety concerns raised by community members.
The proposed water line replacement project, presented by representatives from CDM Smith, aims to replace the town’s outdated 4-inch and 6-inch water mains with new 8-inch ductile iron pipes. This extensive overhaul, estimated to cost approximately $67 million, involves installing 16,500 linear feet of new piping and reconnecting 3,340 service laterals. The project aims to resolve persistent water quality issues, such as discoloration, by improving the capacity and reliability of the water supply system. The plan includes a phased approach to minimize disruption, with existing pipes to be abandoned in place once the new lines are operational.
A council member raised concerns about the project’s financial impact on residents, noting that if the entire cost were to be spread over 40 years, households could face an annual increase of approximately $8,375. However, potential funding sources, including a pledged $21 million from Senator Cory Booker, could alleviate this financial burden. Traffic management during construction was another discussion point, with plans in place to address potential disruptions on major roads like Route 527.
A key aspect of the meeting was public safety, particularly the urgent concerns voiced by residents about traffic conditions on Cam Avenue. Residents described the street as a “racetrack,” highlighting dangerous driving behaviors and the absence of stop signs at critical intersections. These conditions pose significant risks to pedestrians, especially children and dog walkers. One resident shared a distressing experience involving a near-miss with a vehicle, emphasizing the need for immediate traffic calming measures, such as stop signs or speed bumps, to ensure safety.
Residents also expressed concerns over the presence of 18-wheelers operating on local roads during early morning hours and the legality of such traffic. Furthermore, reports of unregistered and uninsured vehicles parked on private property were brought to the council’s attention, prompting advice to report these issues for further investigation.
In addition to infrastructure and safety discussions, the meeting addressed the introduction of ordinance 2024-43, which outlines the financial aspects of the water line replacement project. The ordinance proposes appropriating $2,600,000 and authorizing $263,000 in bonds to finance part of the costs. The council moved to pass this ordinance on its first reading, with a public hearing scheduled for later in the month.
Community engagement was another focal point, with upcoming events announced to foster local involvement. These include the “Frost of the Pumpkin” 5K road race and a Trunk or Treat event, both designed to bring residents together. The Economic Development Committee also plans a meet-and-greet for businesses and property owners in the Redevelopment area to discuss potential grants and development opportunities.
