During a recent Jersey City Planning Board meeting, a proposal for a mobile concrete batching plant at Liberty Harbor North drew attention and discussion. The proposal, detailed by a designated developer, aims to establish the plant as an interim use for up to three years. Situated on a 0.9-acre site currently used for parking and vehicle storage, the plant is intended to serve both local and neighboring construction projects. However, its proximity to residential areas, approximately 400-450 feet away, raised community concerns regarding dust and noise pollution.
The applicant’s plan includes a detailed layout of operational equipment, such as conveyors and silos, with a focus on dust control mechanisms. The plant would utilize a closed-loop system for dust reclamation and water reuse, along with misters to manage dust around the site perimeter. However, questions arose about the effectiveness of these systems, particularly during winter months when freezing temperatures could hinder their operation. The applicant assured the board that measures would be taken to mitigate dust and noise, including the use of vacuum trucks and quieter backup alarms.
Traffic implications were also a point of concern, with the proposed routing of concrete delivery trucks avoiding Jersey Avenue to alleviate congestion. Instead, trucks would cross the light rail at Liberty View Drive. This plan is designed to maintain traffic flow, especially with imminent construction on nearby sites expected to commence soon. The applicant emphasized the necessity for timely concrete deliveries, stating that concrete must reach its destination within an hour and a half of leaving the plant.
The meeting also addressed the development plans for 31 and 29A Monitor Street, where applications for constructing two-unit dwellings on undersized lots were approved. These developments are set to enhance the streetscape at the corner of Monitor and Lafayette streets. Both projects received board approval, with the recognition that they align with the character and purpose of the residential district. Concerns about light wells and maintenance were discussed, but assurances were given that the projects would not adversely impact neighboring properties.
Another topic was the proposed redevelopment project on Palisade Avenue. The “as of right” application, which does not require variances, includes a five-story building with 14 residential units. The project faced criticism from community members for its design and lack of affordable housing units. Concerns were raised about the removal of two large oak trees and the building’s impact on local traffic and parking. Despite these issues, some residents supported the project, viewing it as a positive addition to the neighborhood.
Additionally, the board evaluated a site plan amendment for 35 to 43 Cottage Street, involving an increase in unit count from 576 to 588 units. The amendment addressed feedback from a nearby synagogue and included reconfigurations of the building’s layout. The board approved the amendment, confirming compliance with existing density regulations.
A comprehensive redevelopment project on Yale Avenue was also discussed, focusing on a six-story residential building with a standalone parking structure. The project, part of the Water Street Redevelopment Plan, includes significant infrastructure developments, such as EV charging stations and extensive bike parking. Temporary variances related to parking were highlighted. The board acknowledged the project’s alignment with the city’s policy to reduce congestion and enhance transportation flow.
