The expanded space at the Waterford Community Center is anticipated to enhance the CAC’s service delivery, offering improved accessibility for individuals in need. Discussions also made clear the critical role the CAC plays in addressing food security, with reports indicating a 63% rise in demand for food assistance services.
Simultaneously, the council addressed the city’s health insurance trust fund, a topic that sparked discussion. The mayor explained recent increases in health insurance rates, which were attributed to a substantial rise in claims, notably in elective surgeries and mental health services. Claims had exceeded expectations by $4.4 million, placing a strain on the trust fund. The trust fund’s solvency is critical, as a deficit would necessitate using general fund tax dollars, ultimately impacting other city services. The council discussed the necessity of wellness programs for employees and families to mitigate rising insurance costs.
The council’s dialogue pointed out similar challenges faced by neighboring communities, such as Fitchburg and the Monte Tech School Board, which also implemented rate increases.
Beyond these primary discussions, the council also addressed the sale of 94 Pleasant Street and acknowledged a notable achievement: State Fire certification awarded to Fire Chief Legoy. Both items were placed on file without opposition. Additionally, the council considered a proposal for a five-year contract for grant writing and government outreach services, referring it to the finance committee for further examination.
The council took steps to prepare for the upcoming state election on November 5, 2024, by adopting routine measures to enable the clerk’s office to organize effectively. Discussions on solid waste collection fees and sewer rates led to motions for second and final printing, all receiving unanimous support. Amendments concerning personnel compensation similarly moved forward without objection.
The safety committee continued its review of parking prohibitions on Edel Street, while the service committee deferred a petition by National Grid for pole relocation and an easement request for a transformer installation on Pleasant Street for further discussion.
Councilors concluded the meeting with expressions of gratitude for community initiatives, such as downtown beautification efforts and the recovery of Heywood Hospital from bankruptcy. Acknowledgment was also given to domestic violence awareness activities, including a vigil held at City Hall.
