This highlighted the need for better management. The new process would involve a licensing structure rather than an ordinance, expediting actions and reducing costs tied to public hearings. A notable change would be the requirement for individuals to renew their permits every two years.
Discussions around the commission also touched on enforcement issues, such as managing signs post-permit expiry. The council explored the idea of adopting practices from larger cities like Boston and smaller ones like Lynn, which have found success with similar initiatives. Concerns about the fate of existing permits and the operational aspects of the commission, including meeting schedules and potential staff burdens, were also addressed. There was a strong focus on ensuring that the commission’s formation does not unintentionally add responsibilities to current staff without compensation.
In parallel to the discussions about the handicap parking commission, the council also addressed several reappointments to the ZBA. The Personnel Committee considered the reappointment of Mr. Richard Rivera, who has served on the board for approximately 12 years, including a tenure as chair. The committee unanimously recommended his reappointment after acknowledging his contributions to the board.
The meeting also discussed Shayla Cabrera’s potential appointment to the ZBA to fill a vacancy. Cabrera, with a background in architecture and urban planning, expressed her eagerness to contribute positively to the city. However, concerns about the lack of a formal document outlining ZBA responsibilities led to a broader conversation about the need for clear documentation for new appointees. This discussion culminated in a decision to table Cabrera’s appointment until her qualifications could be further reviewed.
Additionally, the council deliberated the appointment of Michael Ab Samra to the ZBA, ultimately voting to untable the item and recommending him for appointment. Michael’s personal experiences with the zoning board as a property owner provided him with insights into the challenges faced by residents, and he expressed a strong desire to give back to the community by serving on the board.
