- Meeting Overview:
The Townsend Conservation Commission meeting on October 9, 2024, focused on significant land use changes, including plans to convert a bank into a Starbucks and conservation projects for Boy Scouts. The commission also deliberated on various environmental compliance projects and fee structure reviews.
At the forefront of the meeting was the discussion of a proposal to transform an existing standalone bank building on Main Street into a Starbucks with a drive-thru. The commission confirmed that the project fell within its jurisdiction but decided not to submit any comments on the proposal. The redevelopment plans include reconfiguring the parking lot and grass islands to accommodate a new entrance. This proposal, while straightforward in its approval process, highlighted the commission’s ongoing responsibility to oversee land use changes within Townsend that may impact environmental and community dynamics.
The meeting also brought attention to a potential collaboration with local Boy Scouts. Derek Cogan, a Scout Master, presented the opportunity for Scouts to engage in conservation projects to fulfill their badge requirements. The commission discussed various projects that could qualify as conservation hours, such as marking boundaries and surveying lot lines, emphasizing educational benefits. This initiative aims to not only assist the Scouts in achieving their service goals but also to engage youth in meaningful conservation activities that could have lasting impacts on local environmental awareness and stewardship.
Another point of discussion was a project involving Settlement Farm LLC on Wallace Hill Road, which sought approval to install a gravel access driveway crossing an intermittent stream. The commission examined the Notice of Intent, presented by Chris Anders of Hanigan Engineering, which detailed the construction of a crossing that would adhere to stream process standards and restore approximately 620 square feet of previously disturbed wetlands. The project also included plans to establish horse paddocks on the agricultural property, invoking discussions about environmental compliance and agricultural exemption requirements.
In addition to these primary discussions, the commission reviewed compliance issues and ongoing projects, such as tree removal on Sona Road. Jane Potts requested permission to cut down five trees posing safety hazards due to their proximity to a house and Vinton Pond. The commission recognized the need for tree removal to mitigate risks from dead branches and overcrowding, while also considering the environmental impact of not removing the stumps to prevent erosion on the steep slope.
The commission also evaluated quotes for surveying properties under the Wild and Scenic Grant, highlighting the need for cost-effective solutions. They compared proposals from Meisner & Associates and Dillis and Roy, finding the latter to be more affordable. This led to a decision to proceed with Dillis and Roy’s services for surveying, with the potential to use any remaining funds for boundary markers or conservation signage.
Lastly, the commission touched upon the need to revisit their fee structure to ensure it aligns with the costs of processing environmental compliance documents like Notices of Intent and Requests for Determination of Applicability. The commission acknowledged that their fee schedule was more modern compared to neighboring communities and aimed to keep it updated to reflect current operational expenses.
