The Planning Commission had recommended this change unanimously, contingent on the annexation of the property and the approval of the final plat. The council followed through.

Another zoning-related ordinance, number 2024-25, was passed, amending the city’s zoning ordinances to incorporate new terminology and regulations. These changes included new development standards for the B3 zoning districts concerning lots smaller than 20,000 square feet and updated guidelines for corner lot developments within the RT2 zoning district. This ordinance had undergone prior review, and the council moved forward with a second consideration, adopting it unanimously.

The council also addressed a noise variance request from Rush for an upcoming event on October 18, 2024. This request involved allowing amplified sound for a rooftop fashion show from 5:00 p.m. to 11:00 p.m. With no objections raised during the public hearing, the council approved the variance, highlighting a balanced approach to supporting local events while managing community noise concerns.

The meeting further involved the final plat approvals for several subdivisions. The Cors Third Subdivision, located on KC Road, was approved with the condition of utility connection charge payments. Similarly, the Wells Subdivision on North Highland Avenue required the construction of stormwater treatment facilities for each parcel. The South Point Financial addition on North Spring Street was also approved for intended use as employee parking and snow storage, without any additional conditions. In matters of public service, the council approved a tree service license for Clayton Welle and an annual off-sale intoxicating liquor license for BFD2 LLC, known as Rush. These licensing decisions reflect the council’s ongoing role in regulating and supporting local businesses.

The council also discussed a hardship deferral for a property concerning 2018 USA improvements on Third North Street. The resolution approved the deferral of the installment due in 2025, providing financial relief under specified circumstances.

Additionally, the council reviewed a yearly snow removal agreement with Nicollet County for services on Highway 37. Discussions focused on ensuring adequate compensation for the service, with the agreement approved at a monthly reimbursement rate of $520.

In new business, the council addressed the appointment of Ellie Sweeney to the Sister City Commission, filling an unexpired term.

Lastly, the council approved a task order for airport engineering services for the crosswind runway improvement project. This approval is part of the city’s broader strategy to enhance local infrastructure and transportation facilities.
