The dock’s design failed to meet this criterion, with measurements indicating a depth of only -3.2 feet. This discrepancy sparked a thorough investigation of the plans and prompted discussions about whether a variance for the depth requirement could be justified. One participant strongly opposed granting a variance, underlining the importance of maintaining local regulations to prevent environmental degradation, such as sediment scouring.
Complicating the issue were historical compliance problems with the property, including maintenance lapses and visible construction debris. Past amendments, allowing for a walkway connection to the dock, had gone unfulfilled, prompting suggestions for penalties for non-compliance. Alternatives, such as converting the floating dock to a fixed structure, were discussed, though concerns about boat clearance and grounding at low tide remained unresolved.
As discussions extended to a new project on Grand View Avenue, the focus shifted to the challenges of modifying an existing licensed pier. The proposal involved removing a boat lift and installing a ramp and float, necessitating minimal dredging. The commission expressed hesitation about approving dredging, recalling a recent decision deeming dredging unacceptable in other cases. While the representative from WS Engineering emphasized the minimal nature of the required dredging and proposed mitigative measures, the board’s concern over inconsistency in approving dredging remained.
Commissioners were divided on how to proceed with the dock application, with some signaling reluctance to approve plans that did not meet established standards. The board decided to continue the hearing for the dock proposal, allowing for further modifications and additional input from the waterways authority on revised plans.
The meeting also highlighted procedural concerns, such as inconsistencies in site plans and mislabeled narratives, which have previously complicated project evaluations. Commissioners recommended thorough checks of submissions to ensure accuracy in future proposals.
