- Meeting Overview:
In a recent meeting conducted via Zoom, the East Longmeadow Board of Health unanimously approved a Title Five variance allowing a property owner to install a septic system instead of connecting to the town sewer system, citing significant cost differences. The Board also discussed an increase in mattress disposal fees, updates on various health initiatives, and community health concerns, including rising respiratory illnesses and vaccination efforts.
The most prominent discussion during the meeting centered around a variance request for a property located at three James Street. The property owner sought permission to install a septic system, which would cost approximately $14,000, as opposed to the $51,000 required for a sewer hookup. A representative clarified the variance process, emphasizing that such requests are infrequent. The Board determined that the cost difference met the “manifestly unjust” criteria, allowing the property owner to apply for a disposal construction works permit. This decision was made following a brief discussion and passed unanimously via roll-call vote.
Another topic was the proposed increase in the mattress disposal fee from $15 to $30. The rationale for this adjustment was explained, noting that the existing fee no longer covered the town’s expenses. With the pickup fee for the mattress container increasing to $250 and disposal costs rising to $17 per mattress, the Board agreed that the new fee was still cost-effective compared to private disposal options, which could range between $100 to $150. The motion to recommend this fee increase to the Town Council for inclusion in the bylaw fee schedule was unanimously approved.
Health initiatives were also a focal point of the meeting. These included efforts to promote dementia-friendly and age-friendly living in the community, with representatives attending extensive training sessions. The Board also discussed ongoing blood pressure clinics at local facilities and a memory café established in collaboration with the Council on Aging. Although attendance at the memory café was low, the initiative aims to support individuals with memory issues. The “Senior Watch” program was introduced to monitor at-risk seniors, particularly those with potential health and safety concerns, such as hoarding tendencies.
In terms of community health, updates on COVID-19 and other respiratory illnesses were provided. The availability of free COVID-19 tests at the health department was highlighted, with an emphasis on protocols for individuals who test positive. The Board underscored the importance of vaccinations, especially for older adults and immunocompromised individuals. The upcoming drive-through flu vaccine clinics were announced, with scheduled dates and locations provided to ensure community members can access flu shots efficiently.
The Board also addressed concerns about mosquito-borne illnesses, particularly the West Nile Virus. Earlier in the summer, positive samples were detected, but no recent cases had been reported. Preventive measures, such as frequent treatments of catch basins and recommendations for residents to maintain yard hygiene, were discussed to mitigate mosquito populations.
