However, this sparked concerns among the board about the accuracy of the historical use claims, leading to a suggestion that the request may need to be amended to align with the building inspector’s classification of the structures as three-family dwellings.
Public opinion was sharply divided. Proponents of the redevelopment highlighted the potential for neighborhood improvement and the creation of new residential opportunities, stating that it would address a long-standing eyesore and provide sufficient off-street parking. In contrast, opponents, including a disabled veteran from Grenell Street, voiced strong concerns about increased traffic and parking issues, recalling numerous accidents in the area and the property’s history of neglect and safety issues. The board engaged in extensive deliberation, balancing the potential benefits of revitalization with the community’s apprehensions.
Another controversial proposal came from Tetral Real Estate LLC regarding a historical carriage house on Belmont Street, part of the Chony Sears House property. The plan to rebuild the carriage house into three residential units received both support and opposition. While the Fall River Historical Commission endorsed the project, citing the property’s historical significance, residents expressed fears of increased traffic and parking issues. Concerns were also raised about the potential impact on neighborhood privacy and character, with some residents worried about setting a precedent for future developments that could alter the residential dynamics.
The board also discussed a development proposal from JRBL Holes LLC for Kennedy Street, involving converting a dilapidated two-family structure into a three-family dwelling. This required waivers due to the lot’s irregular shape and existing parking challenges.
In addition to these major petitions, the board touched upon other agenda items, including the proposed conversion of commercial units into residential apartments on Pleasant Street and the establishment of a new lot line on Jones Street.
