The development’s design plans include strategic site access changes to enhance visibility and traffic flow. A small wetland on the property was integrated into the stormwater management system, and discussions touched on the potential impacts of the access change on neighboring parcels. A council member raised concerns about the building’s light gray and blue color scheme clashing with nearby residential aesthetics. In response, the developer explained that the color choices were market-driven to make the structure less imposing, incorporating darker tones for contrast and depth.
Attention then shifted to the Crown Lakeville Apartments project, presented by Tom LEL. The proposed development includes 182 one- and two-bedroom units on a hillside site. The unique topography necessitates underground parking, resulting in some visible concrete block sections. To address resident concerns raised during the Planning Commission meeting, the developer agreed to install a privacy fence and consider a property’s tree’s fate. The project’s amenities include a patio, pool with splash pad, playground, and dog run.
The council discussed the potential demographic impact on the Lakeville School District, with particular focus on the number of children likely to reside in the two-bedroom units. A trend was noted where such units are often occupied by individuals using them as home offices or by divorced parents with visiting children, which may reduce the expected number of school-aged residents.
Security and visibility of the underground parking structure were also discussed, with the developer assuring that design measures, such as obscured windows, would mitigate theft risks. The council approved the preliminary plat and conditional use permit for the Crown Lakeville Apartments, including exceptions for building height and materials, following a unanimous vote.
