She highlighted the potential hazards posed by e-bikes, which can reach speeds of up to 35 miles per hour, creating safety risks for pedestrians on the path. A council member clarified that, under Minnesota law, e-bikes are not classified as motorized vehicles, which allows them on the path. Despite this, the council acknowledged the need to reassess the regulation and enforcement of e-bike usage, as the speed they can achieve may exceed what is safe for shared pedestrian pathways. The council agreed to explore how other trails manage e-bike safety and consider measures such as installing speed limit signs, although the effectiveness of such signs was debated.
The discussion also touched on the inadequacy of handicap access in the downtown area, with particular reference to the placement of handicap parking signs. One suggestion was to create designated handicap parking on side streets, but steep street gradients posed additional challenges. The council discussed collaborating with engineers to identify viable solutions and learning from other communities’ experiences. Although plans for future renovations were mentioned, Morgan expressed concern over the timeline, fearing improvements might not occur in time to assist her needs.
In addition to these community concerns, the council addressed the appointment of a new city attorney. The current attorney, who has served since 1997, plans to step down due to increased personal commitments. The council discussed the importance of having an attorney present at Planning and Zoning Commission meetings to address any legal questions that may arise. A motion to issue a request for proposals for a new city attorney was made and passed unanimously, with the aim of having recommendations ready by the next council meeting.
The council also discussed a wage study, which highlighted the need for periodic assessments to ensure fair and competitive salaries for city employees. It was noted that changes in policing and salaries since the last study five years ago warranted an updated review. The council approved entering into a maintenance program with David Dron Associates, allowing for a systematic review of job classifications and salaries over a three-year cycle.
In terms of development, the council considered a minor subdivision proposal from Clyde Henrik, which sought to separate his house from additional land, and a preliminary plat for the Berg Homestead development, proposing a seven-lot residential subdivision on East 9th Street. Both proposals were approved without objection. Additionally, a resolution to amend John Schuman’s conditional use permit was passed, allowing for an additional accessory structure on his property.
The meeting concluded with updates on ongoing projects, including a $281,600 workforce housing grant for a new apartment building in collaboration with Keller Bartman and fundraising initiatives for the local pool. Efforts included distributing donation magnets to local businesses and organizing a community fundraiser at the VFW. The council also submitted paperwork to FEMA for reimbursement of over $8,000 in expenses incurred during a flood cleanup.
