- Meeting Overview:
The Shutesbury Lake Wyola Advisory Committee meeting on October 19 focused on enhancing public participation in committee proceedings and navigating regulatory compliance related to dam maintenance. The meeting also addressed updates from the Storm Water Erosion Task Force and water quality testing.
The most significant topic discussed was public participation. During the public comment period, a participant named Tracy raised concerns about the limited nature of public involvement in the committee meetings. She argued that the advisory committee’s role as a liaison between the lake community and the town could not be effectively fulfilled without more open dialogue. Tracy questioned the functionality of the committee without active public engagement, stating, “if we’re not allowed to really participate in these meetings, I don’t really quite understand how that works.” The committee chair suggested that written public comments would allow for thoughtful consideration of public concerns, emphasizing the need for order and efficiency due to time constraints.
A debate ensued regarding the balance between public comment and the committee’s discretion in managing discussions. Concerns were raised about whether written comments would be adequately addressed, with Tracy suggesting that all committee members should receive community emails for transparency. The chair acknowledged the concern and proposed establishing a distribution list to ensure all members receive pertinent emails.
Another member supported the written comment approach, noting that it ensures comments are formally recorded and included in future agendas, which could facilitate structured conversations. The chair reiterated that while written comments are encouraged, matters could be addressed during meetings at the chair’s discretion. The committee also discussed the possibility of holding open public meetings to allow for unstructured dialogue while maintaining regular meeting protocols.
In addition to public participation, the committee addressed updates from the Lake Wyola Storm Water Erosion Task Force. A member provided a detailed report on their efforts to assess drainage systems affecting the area, using the recent Furog report as a framework. The task force is categorizing recommendations into structural, maintenance, and educational interventions and is seeking community involvement to fill a vacancy. The task force aims to complete evaluations by the end of November, followed by compiling recommendations and identifying funding sources. Concerns were voiced about ensuring tangible progress and preventing the report from being shelved, with assurances given that steps are being taken to implement the recommendations.
The discussion also covered dam activities, with a report that GZA is preparing a draft letter to request an exemption from Chapter 91 licensing requirements due to the dam’s historical status. This exemption would alleviate costly licensing processes. Additionally, GZA seeks approval from the Conservation Commission for an extension related to ongoing dam work. The committee is awaiting a ruling on compliance with Chapter 91, which affects water level management. Concerns were raised about the timing of approvals, given that the drawdown should have commenced by November 1. However, it was clarified that existing orders allow for some leeway.
The committee also reported on the successful installation of a metal roof on the gatehouse, which is expected to prevent leaks for up to 50 years. Members were encouraged to review a water management strategy plan and provide feedback, with a goal set for the next meeting. The meeting also addressed E. coli testing data, noting favorable results and no safety limit exceedances. Suggestions were made to improve public access to information by linking E. coli data to the town’s website and establishing a notification system for meeting agendas.
