Wall assured the commission that comprehensive measures, such as environmental training for crew members and selective tree marking, would mitigate these impacts. The process involves using different colored spray paint to mark trees for preservation and employing construction matting to minimize disruption to the Bordering Vegetated Wetlands (BVW).
Attention also turned to the Town Forest and its phased approach to dead tree removal and invasive species control. The current focus on areas 512 and 13 marks what is hoped to be the project’s final major phase, covering about 5.1 acres. The commission discussed the management of trees within wetland buffer zones, emphasizing the need for conditions to ensure tree debris does not encroach on sensitive areas. Concerns about soil compaction from heavy machinery were also raised, with plans to conduct work during favorable soil conditions to minimize damage. A proposal was made to maintain a 25-foot buffer from the wetlands during operations to protect the ecosystem.
Invasive species management emerged as a significant theme, with Andrew detailing an herbicide application plan targeting species like buckthorn and Russian olive. The commission expressed concerns about the ecological impact of invasive species. A financial discussion highlighted a proposed shift of $24,750 from a print review fee to a mitigation account, aimed at enhancing local wildlife habitats. The commission recognized the necessity of this transfer for habitat improvement, particularly for birds and amphibians.
The meeting also covered various projects, such as a minor plan change on Beverly Road and an update on the enforcement order for a contractor’s tree damage. The commission unanimously supported issuing an enforcement order to address the damage, emphasizing the need for contractor accountability and future preventive measures.
Lastly, the commission reviewed proposed actions for the upcoming town meeting, including dog leash regulations and a request for $150,000 in funding for further tree removal and invasive plant control.
