He mentioned potential locations for the box near the Old Town Hall and veterans’ agency, based on discussions with Tom Ferry. Fundraising efforts for the project are yet to commence, but the board members expressed their support and explored strategies to raise awareness once the box is installed.
The meeting also addressed community events and administrative initiatives. Announcements included a prescription take-back initiative set for October 26th, a pumpkin painting fundraiser for the Dighton Historical Society on October 28th, and early voting logistics for the upcoming state elections. The Town Administrator, newly appointed, expressed enthusiasm for his role and presented updates on the special town meeting warrant. Notably, Article 6 involves a recommendation for $1.2 million in funding, and Article 13 proposes $4,000 in matching funds. The board needs to confirm the funding sources, anticipated to come from the capital account and free cash, respectively.
In another development, the board engaged in discussions regarding the D Lights on FES festivities scheduled for November 30, 2024. Approval for the event and grounds was necessary, and a motion was made to approve the request and waive the associated fee, which passed with one member abstaining due to their involvement in the committee.
The meeting also focused on town conservation efforts, reviewing revisions to the conservation bylaw related to percolation testing for septic systems. The proposed changes require applicants to submit a sketch of the percolation test area and include a soil evaluator’s signature. A $50 fee will be collected by the Conservation Commission, intended to ensure compliance with regulations preventing septic systems from being too close to wetlands. These amendments aim to streamline processes while educating applicants on regulatory requirements to avoid costly design errors.
In terms of administrative matters, the board conducted several appointments. Ralph was appointed to multiple committees, including the Policy Review Board and Solid Waste Committee, receiving unanimous support for each role. Additionally, the appointment of John Meer to the Cable Committee was approved, despite his absence from the meeting, based on a positive recommendation following an informal interview.
The board also discussed the potential disbanding of the Agricultural Commission. A representative advocated for its continuation, noting that three candidates expressed interest in joining. The board decided to table the discussion, allowing time for further consideration.
The meeting concluded with a discussion on public health concerns, particularly the uptick in vermin complaints in North Dighton. Residents were advised to inspect properties for entry points and secure garbage and pet food. Additionally, a new autism and dementia program introduced by the Dighton Police Department received favorable feedback for its potential to inform police responses in sensitive situations.
