The council also addressed utility concerns raised by residents during the public comment session. Richard Ryan from South Main Street advocated for a reevaluation of homeowner responsibilities regarding service lines. He proposed that homeowners should only be accountable for the sections from the valve box to their homes, not extending to the water main, urging the council to consider the financial strain on residents. The council acknowledged these concerns and expressed a commitment to examining potential solutions.

In addition to utility discussions, the council explored various community projects and safety measures. A presentation by Charles from the Milltown Public Library highlighted developments, including the adoption of a fine-free policy for late book returns and the introduction of new services for residents, such as a “library of things.” This initiative allows library cardholders to borrow items like fishing gear and pressure washers at no cost, emphasizing community accessibility. Charles also detailed improvements to library facilities, including computer upgrades and the installation of a new circulation system.

The funds facilitated the creation of raised beds and rain barrels, aimed at enhancing vegetable production and managing water runoff. The project involved collaborative efforts from local volunteers, including Girl Scouts, and was designed to address environmental concerns at the center.

Public safety during the Halloween festivities was another focal point, with the Milltown Police Department announcing curfews for minors and urging residents to report suspicious activities. The Milltown Fire Department declared a stage three fire ban due to ongoing drought conditions, restricting open burning and encouraging community compliance to prevent fire hazards.

Beyond these discussions, the council explored upcoming infrastructure projects, notably the meter replacement program, estimated at $1.3 million. Funding from a state grant will support this initiative, with $1.5 million expected to arrive soon. The program is anticipated to begin in January, with coordination efforts underway to ensure a smooth rollout.
