- Meeting Overview:
The Chatham Select Board meeting on October 29, 2024, was marked by discussions on affordable housing initiatives and the implementation of new parking enforcement technology. The board deliberated on the development of town-owned property at Stepping Stones Road, sparking debate over the roles of the Select Board and the Affordable Housing Trust Board. Additionally, the meeting reviewed the impact of new parking ticketing software, which has markedly increased fine collection rates.
A central issue that dominated the meeting was the proposed development of affordable housing on Stepping Stones Road. The debate centered on whether the Affordable Housing Trust Board should lead the crafting of a Request for Proposals (RFP) for the project. This proposal was met with differing opinions among board members and the public. One member argued that the responsibility should remain with the Select Board to ensure accountability to the voters, stating, “I can’t in good conscience relinquish my responsibility.” Another board member countered.
One public participant emphasized that “Stepping Stones belongs to the town and that means it belongs to the taxpayers,” arguing for public input before any decisions are finalized. The discourse underscored the need for a balanced approach that respects public opinion while harnessing the expertise of the Affordable Housing Trust Board.
In parallel, the board reviewed the effects of the newly implemented parking enforcement system. The introduction of a fifth Community Service Officer and new ticketing software has greatly increased efficiency and compliance. The software, operated on standard Apple devices, automatically logs GPS data and photographs violations, streamlining the ticketing process. The board noted an increase in the number of fines collected, with $144,200 issued and $94,600 paid. The software’s ability to document violations with photographic evidence has complicated the appeals process for violators, leading to higher compliance.
The board also addressed traffic safety concerns, approving the installation of additional stop signs at the intersection of Barcliffe Avenue and Old Harbor Road, where there had been multiple accidents. The Traffic Safety Committee proposed enhancements, including reflective tape on sign poles, to mitigate risks at this dangerous intersection.
In a related discussion, the board contemplated the extension of a no parking zone on Shore Road, requested by the owner of the Hawthorne Hotel. This proposal aimed to improve sight lines obstructed by parked vehicles. While some members expressed concerns that extending the no parking zone could simply displace the problem, the board ultimately supported the measure, trusting that enforcement of new regulations would be effective.
Furthermore, the board discussed a ballot question set for 2024, focusing on the role of the Assembly of Delegates and its relationship with the Board of Commissioners. The proposal seeks to amend the charter to clarify the Assembly’s budgetary powers. This initiative has sparked debate, with critics arguing that the ballot question lacks sufficient public engagement and could lead to confusion regarding budgetary authority.
The meeting concluded with administrative updates, including the appointment of Richard Crer to the Railroad Museum Committee and a report on recent budget summit outcomes. The board expressed satisfaction with the positive interactions at the Chatham dump and the completion of an electrical update at Kate Foled Park.
