The proposal, presented by attorney Nick Ropi from Rer Danzig on behalf of the Madison Hotel, focused on constructing a 1,500 square-foot patio to serve as an outdoor breakout space. Ropi emphasized that while the patio would eliminate eight parking spaces, the site will still exceed the required parking availability with 472 spaces against the required 430. He assured the council that no variances were necessary for this application, despite two pre-existing nonconformities related to side yard setback and impervious coverage. Importantly, these nonconformities pertain to the overall hotel property and not specifically to the patio addition.
Landscape architect Barry AER, who spoke at the meeting, provided further details on the design of the patio. The patio will feature a small wall and a planting bed with Arborvitae trees to ensure privacy and aesthetic appeal. AER clarified that the patio’s design aims to offer a serene space for meeting attendees, devoid of noise disruptions from the adjacent parking lot. The landscape plan includes various shrubs and perennials.
The hotel’s general manager, identified as Michael M, stated that the patio would operate from sunrise to sunset. He confirmed that while the patio is intended for seasonal use, should demand arise for winter operations, the hotel would seek further approval. A council member inquired about the deer resistance of the proposed trees.
The council engaged in a detailed debate over the necessity of imposing stipulations regarding future proposals for lighting and sound. Some members questioned the relevance of these conditions, given that the current proposal did not include such elements. However, it was noted that any future plans involving sound or lighting would have to conform to existing ordinances and potentially necessitate additional site plan approvals.
A discussion also arose regarding the potential for introducing heaters to facilitate winter use of the patio. The general manager confirmed that there are no current plans for heaters, with the space generally not being utilized during colder months unless favorable conditions prevail.
Upon closing the public comment section, the council moved towards approval. Following this, the council members present unanimously approved the proposal.
