Another notable topic was the proposal at One Middle Street, where plans for redeveloping an existing mill complex were outlined. The project includes parking and stormwater management improvements while preserving historical structures. The Commission commended the project’s approach to reducing impervious surfaces and addressing existing wetland resource areas. Further site plan reviews are anticipated to refine these plans.
The Commission also debated a Notice of Intent for a planned inground pool installation on Detroit Street. The applicant was advised to present revised plans that align with existing regulatory frameworks, emphasizing that any proposal should not encroach further into wetland areas.
A pending application for a new single-family home on Anderson Street was also reviewed. The site falls within a wetland buffer zone, necessitating stormwater management measures. The Commission decided to approve the application conditionally, awaiting a comprehensive site plan review to ensure all environmental concerns are addressed before construction begins.
Additionally, the Commission approved a request for the removal of hazardous trees on Phil Stone Lane. The applicant, Richard Myosa Jr., sought permission to remove several dead and leaning trees posing risks to nearby residences.
The B Rock substation rebuild project was another topic of interest, with representatives from National Grid requesting an extension of the order of conditions. The original order, granted in December 2019, had already been extended once. With the project’s activities concluded in August 2023, the extension was requested to finalize as-built drawings currently under review by the city’s planning department. The Commission discussed the extension’s duration, ultimately favoring a one-year extension to accommodate any unforeseen issues.
Routine administrative matters concluded the meeting, including the approval of the 2025 meeting schedule and acknowledgment of a member’s resignation to pursue further education. Notices from Mass DOT regarding water quality certification for bridge repairs were also reviewed.
