The proposal by L Lobby North LLC to rezone a parcel from a residential estate district to a Planned Unit Development (PUD) was a focal point of the meeting. The property, adjacent to conservation land and encompassing wetlands, is set to host 13 single-family homes with an emphasis on preserving 92% of open space. The plan ensures stormwater management and access routes, with the main entrance through an existing development and an emergency exit onto Southeast Gomez Road. Public benefits proposed by the developer included infrastructure enhancements such as a pedestrian crosswalk and contributions to community projects.
However, discussions became heated regarding the safety of the pedestrian crosswalk. One board member questioned the crosswalk’s placement north of the emergency exit, arguing it may not adequately protect pedestrians and cyclists from traffic exiting the development. They suggested relocating it to the south side to better safeguard pedestrians from vehicles turning left. Proponents of the current placement argued it was chosen to minimize traffic conflicts, given the low existing traffic volume in the area. Despite differing opinions, the board moved to approve the development unanimously.
In parallel, the board considered a public hearing on amending architectural design standards within the Community Redevelopment Code and Land Development regulations. The proposed changes, presented by representatives from the Treasure Coast Regional Planning Council, aimed to expand the range of architectural styles available for Community Redevelopment Areas (CRAs). This initiative responded to feedback from applicants and staff who found the previous options too limited.
The updated standards, which had been in development since 2019, involved extensive community input and consultation with various stakeholders. The proposal sought to introduce additional styles such as Mid-Century Modern and Mission, alongside existing styles like Florida Vernacular and Mediterranean Revival. The aim was to provide clarity and maintain the integrity of each style, while not increasing construction costs.
A point of discussion was the introduction of facade transparency requirements for various building types, including live-work buildings and duplexes, to promote visual interest and engagement with the streetscape. These new guidelines were designed to ensure that structures, especially in CRAs, maintained a consistent aesthetic quality.
Concerns were voiced about the perceived overregulation associated with these architectural standards. Some participants argued that while building standards are necessary, imposing style regulations seems excessive and hinders flexibility. They highlighted that individuals owning land in CRAs might face challenges in constructing homes that do not conform to approved styles, thus requiring them to navigate a variance process that could be lengthy.
Despite mixed opinions, a motion was made to move forward with the proposed architectural standards, acknowledging staff efforts in refining the available options.
