- Meeting Overview:
The recent Winsted City Council meeting focused on a range of topics, including significant police department initiatives, a land exchange agreement, and the approval of various community events. Noteworthy discussions involved the police department’s efforts in mental health support, traffic control, and community engagement, as well as the council’s unanimous approval of a land exchange agreement to facilitate better access to parkland.
A major highlight of the meeting was the extensive report from the police department, which detailed various operational activities and community engagement efforts. The department has been involved in discussions about mental health support for officers, recognizing the importance of addressing mental health issues within the force. Officers participated in a mental health check-in with a licensed therapist, which was praised for opening dialogue on a critical yet often overlooked topic. There was an acknowledgment of the funding support from the council for such initiatives.
The police department also provided security for the Summer Festival, which was described as successful, and conducted a safety presentation at Linwood Apartments. The annual evidence room audit, performed by the McLoud County Sheriff’s Office, was another significant achievement.
Officer Adrian Santana completed his field training. Previously a full-time deputy, Santana’s addition enhances the department’s operational capacity. Additionally, the department has been collaborating with the City of Le Prairie for weekend and holiday coverage, a partnership reportedly progressing well.
Concerns about winter parking regulations were addressed, with reminders about the 2:00 to 6:00 a.m. restrictions and the importance of communication during holiday gatherings to prevent parking violations. Questions arose about specific investigations, particularly regarding potential remains found, which were clarified by the police chief as yielding no findings of bones or bodies during a recent search.
Safety of first responders, especially volunteers, was another focal point. The council discussed an incident where an officer entered a potentially dangerous situation without prior warning, highlighting the risks to police and volunteer fire personnel. The importance of proper communication during emergency responses was emphasized.
The meeting also addressed a land exchange agreement with the Bridgeland Development Corporation. This agreement involves vacating parkland in the Grass Lake Farm development to facilitate access to new parkland while allowing the city to collect taxes on the newly exchanged property.
Community events received attention as well, with the council approving a lighted parade and hayride permit for the Winsted Winter Festival, scheduled for December 7, 2024. The council also accepted a $15,000 contribution from the Winsted Volunteer Fire Department Relief Association for the fire department’s capital improvement plan. Additionally, a special closed meeting was scheduled for the annual performance review of City Administrator Neil Schlaegel, alongside appointments for several seasonal part-time public works positions for winter.
The meeting concluded with updates from the city administrator, including the anticipated relocation of St. John’s Church and the management of overdue bill assessments. The recent election was also highlighted, reporting a turnout of 1,110 voters and noting the hard work of staff in managing the process. The council was reminded of the upcoming election certification, and discussions about voter registration numbers were shared, including a notable 113 new registrations on election day.
