- Meeting Overview:
The Deerfield School Committee meeting covered various topics, with focus on revising the sick leave bank policy, updates on the playground project funding, and early discussions of the fiscal year 2026 budget. Detailed reviews of the CPAC annual report and the School Improvement Plan also featured prominently during the session.
Central to the meeting was a discussion about proposed amendments to the sick leave bank policy for Unit A and Unit C contracts. While it is anticipated that approximately 80 employees might be involved in Unit C, the option to opt out is available. Concerns were raised about whether the 50-day cap would be sufficient, especially in cases of catastrophic illness or injury. To address potential shortfalls, it was clarified that if the pool fell below 50 days, staff would need to contribute additional days, capped at two per employee per year. The committee deemed this a significant improvement over previous policies, which were criticized for their lack of clarity.
Another highlight of the meeting was the ongoing development of the fiscal year 2026 budget. Preliminary budget templates have been submitted, detailing the needs and wants across various categories, including salaries and materials. The committee plans to review a first draft of the budget in early December. These early budget discussions acknowledged the challenges presented by ongoing negotiations, which could impact funding decisions.
The committee also addressed the playground project during the meeting. A representative provided an update following a recent meeting with the Community Preservation Committee (CPC), where it was anticipated that the school’s funding proposal would be discussed. However, the meeting was a rescheduling event, with the actual discussion set for December 4. In light of limited funds, the school is considering reducing its original funding request. The focus is on prioritizing the K to 4 playground, with an estimated cost of $386,000. The plan is to request $200,000 from the CPA and seek alternative funding sources to cover the remainder. Potential funding avenues include utilizing school choice funds, a warrant, or assistance from the town’s Department of Public Works (DPW).
The meeting also featured a presentation from Holly Johnson, co-chair of the Special Education Parent Advisory Council (CPAC), who delivered the CPAC annual report. The report revealed that 82 students in Deerfield have Individualized Education Programs (IEPs), accounting for approximately 26% of the student population. Challenges highlighted in the report included a significant drop in survey responses from families and recurring complaints about bullying related to absenteeism. The CPAC stressed the importance of improved communication with families about special education processes and recommended enhanced staff training for engaging families.
The School Improvement Plan for the 2024-2025 school year was another significant agenda item. The plan, which has undergone various stages of review, sets three primary goals focusing on educational programming, curriculum instruction, and culture and community relations. It includes specific tasks such as supporting the transition from pre-K to kindergarten based on family feedback. The plan also outlines progress monitoring to assess its effectiveness throughout the year. A motion to approve the School Improvement Plan was passed without further discussion.
In addition to these discussions, reports from recent conferences were presented, focusing on resolutions such as the R schools initiative and amendments to the MCAS resolution. The value of these conferences was highlighted, with encouragement for future participation.
Superintendent Darius Modestow provided updates on a recent event featuring Lyn Lyons, who spoke about anxiety management for parents and teachers. The session was attended by nearly 100 participants and was well-received, with plans for further workshops. The district’s strategic plan survey was also discussed, with data collection underway following recent community engagement events. Concerns about the survey’s complexity and potential accessibility barriers for families were raised, prompting discussions on ensuring equitable participation.
