Lii’s presentation clarified that the city council had the option to adopt a residential exemption or a small commercial exemption. However, given the city’s demographic composition, with a predominance of owner-occupied properties and few second homes, the board of assessors recommended against these exemptions. The council’s decision to maintain a single tax rate, without adopting additional exemptions, was reached unanimously after a public hearing that saw no commentary from residents.
Housing affordability was another issue discussed during the meeting, highlighted during the public comment session. Resident Carl Prawl raised concerns about the cost of living in Easthampton, citing statistics that nearly half of the city’s households are classified as low income, with many spending over half their income on housing. Prawl’s comments underscored the pressing nature of the housing crisis, as he questioned the council on measures being taken to address these challenges. The average rent in the city, at $1,779, was noted as being particularly burdensome for those earning minimum wage, further complicating the ability of local business owners to retain employees.
In line with addressing community issues, the Public Safety Committee reported on proposals to improve city infrastructure. A notable item was the recommendation to reverse the traffic direction on Daily Field Road to enhance safety and traffic flow. This proposal was supported by a Park Commissioner and opened for further public comment, with plans for the Park Director to contribute in future discussions. Additionally, the committee explored the possibility of establishing a citywide speed limit of 25 miles per hour to improve pedestrian safety.
The Finance Committee also reported on a recommended $3,000 annual raise for the mayor, stirring discussions on the compensation of elected officials.
One counselor reminded the community of the Municipal Leadership Academy, designed to educate residents about local government operations and foster improved relationships between residents and city officials. Additionally, the council expressed condolences for a recent drowning incident, acknowledging the efforts of first responders and extending support to those affected.
