Newport City Council Tackles Sewer Infrastructure Overhaul and Financial Implications for Residents

The project is funded by a $2 million state grant awarded in 2020, which covers a substantial portion of the expenses. However, property owners are responsible for approximately one-third of the costs, amounting to over $1.3 million in total.
Photographs presented during the meeting illustrated the conditions and challenges faced by contractors, such as deep excavations—some requiring digging over 18 feet—and the close proximity of manholes to water mains. These images underscored the careful nature of the work and the importance of watertight seals to prevent water seepage. New precast concrete manholes with rubber boots were installed to ensure secure connections between the manholes and the main sewer line.
Financial implications for property owners were a topic of discussion. Each property connection is assessed at $1,750, deemed equitable given the varied extent of necessary repairs. The council established three payment options for these assessments. Property owners can pay in full within 30 days of the hearing without incurring interest, spread payments over ten years via property taxes at a 4% interest rate starting in January 2026, or pay at any time within the ten-year period without prepayment penalties, though interest would accrue.
The council also addressed deferment options for eligible individuals, including seniors over 65, persons with permanent disabilities, or active military personnel. It was clarified that if these criteria are no longer met, deferred assessments become due immediately. The council emphasized the importance of uniform assessments within neighborhoods to avoid disparities based solely on the condition of individual sewer lines.
Following the public hearing, the council adopted resolution 2024-8, which formalized the assessment process without opposition. This adoption marked the conclusion of the public hearing and set the stage for the next phases of the project.
In addition to the sewer infrastructure discussion, the meeting included several other noteworthy announcements. The Fire Chief announced the annual food and toy drive scheduled for December 1st at Newport Center, benefiting the Friends in Need food shelf. Donation barrels are available at local establishments, including the North Pole restaurant and Cloverleaf Bar and Grill.
Further, the Mayor informed residents about the collection of ice skates for the community ice rink and warming house, encouraging donations of unused skates. The library’s upcoming celebration of its 135 years of operation on November 20th was also highlighted, along with Thanksgiving craft events from November 23rd to 25th.
