Revere City Council Approves Housing Plan Amidst Debate Over Development and Community Impact
- Meeting Overview:
In a recent Revere City Council meeting, the council approved a contentious housing production plan designed to address the city’s growing housing needs, amidst debates over development impacts and community preservation. The meeting covered various topics, including financial housekeeping measures, zoning changes, and community engagement initiatives.
The most discussion centered around the housing production plan, which aims to provide a roadmap for meeting the city’s diverse housing needs. Over 18 months in the making, the plan addresses the city’s challenges with high housing costs and limited availability, particularly for low to moderate-income residents and young families seeking affordable starter homes. The chief of planning and community development emphasized the interconnectedness of housing and economic growth, arguing that strategic housing development could help mitigate traffic issues by allowing residents to live closer to their workplaces.
A central element of the plan includes zoning reform proposals, such as reducing minimum lot sizes, allowing two- and three-family homes by right, and adopting inclusionary zoning practices. These initiatives aim to facilitate the development of “missing middle” housing, providing options for a wider income range.
Another major topic was the redevelopment project proposal for a five-story, 46-foot-tall apartment building on Green Street, which generated public interest. This project, backed by the Sea Family Realty Trust, proposes 29 one-bedroom units, with three designated for veterans. Proponents argued that the development would address a local shortage of one-bedroom apartments, benefiting from proximity to public transport and aligning with city goals. However, opponents raised concerns about the building’s height, contextual fit within the neighborhood, and potential traffic issues on Green Street. The council decided to refer the matter to the zoning subcommittee for further consideration.
Financial matters also took center stage, with the council approving a resolution to rescind $2.4 million in borrowing authorization for completed projects. This housekeeping measure aims to enhance the city’s financial records. Additionally, the city auditor’s request to reallocate unexpended bond proceeds of approximately $2.35 million toward other capital projects, such as drainage systems and building constructions, was presented for an upcoming public hearing.
The council also addressed safety concerns related to new developments, emphasizing the need for stricter demolition regulations following a public comment about a house demolition lacking proper safety measures. This led to discussions about implementing overnight parking regulations to mitigate issues arising from existing parking arrangements.
In another significant agenda item, the council discussed the creation of Housing Development Incentive Program Zones, aimed at stimulating housing production, particularly in Gateway cities. This initiative involves a tax increment exemption, or TIF, allowing projects to access state tax credits up to $2 million. The proposal is slated for a public hearing in December.
Other notable discussions included the “Toys for Tickets Amnesty Program,” which allows individuals to donate toys in exchange for parking ticket fee reductions, and the recognition of firefighter Lewis J. Ivine upon his retirement after 39 years of service. The council also addressed concerns about traffic safety along Revere Beach Boulevard, with motions to enhance safety measures and involve DCR representatives in discussions.
