This amendment was discussed separately but unanimously agreed upon by the council members present. The public hearing for this ordinance is scheduled for December 10, 2024, allowing residents to voice their opinions on the proposed changes.
In conjunction with updates to stormwater management, the council also introduced Ordinance 1424, concerning the amendment of Chapter 371 of the vehicles and traffic code. This ordinance proposes parking restrictions along Thill Road, between Dely Drive and Williamstown Road, following a serious accident near the high school. The Chief of Police requested these changes, supported by a study that highlighted visibility issues caused by parked vehicles. A public hearing for this ordinance will coincide with the one for stormwater amendments on December 10.
Beyond ordinances, the council addressed the issue of uncollected grants from 2019 to 2022, specifically through resolution 17724. Discussions revealed that leftover funds from closed projects needed to be canceled for audit purposes, as they could not be repurposed for unapproved expenditures.
The council also tackled various resolutions, including those for farmland and open space preservation, tax refunds, and exemptions for a disabled veteran. These resolutions, along with the approval of a service contract with Barber Consulting Services and the release of a performance bond, were passed smoothly.
Personnel changes were another topic of discussion, with the appointment of Kimberly Demari as a full-time administrative clerk for the Franklin Joint Municipal Court, prompted by a recent resignation. The council approved compensation for fire commissioners and authorized the sale of two trash trucks, sparking a conversation regarding the financial implications of these sales and the status of remaining equipment.
The meeting also included community-focused updates from the Chief of Police, who shared details about a holiday program benefiting 78 less fortunate children in the community with $150 gift cards. This initiative is set to coincide with the community’s Christmas celebration, receiving support from local businesses.
In terms of infrastructure, the council received updates on the ongoing rehabilitation of the Franklin Township train station, with siding and soffits completed and final touch-ups expected soon. The project faced challenges, such as unforeseen rot requiring additional work, but progress continues to be made. Meanwhile, equipment for park improvements is anticipated to arrive in the coming weeks.
Waste management was another point of concern, with the council considering adjustments to trash collection schedules to address delays. Discussions highlighted issues with some residents’ cooperation, occasionally necessitating municipal court involvement.
