The property, which was tax-forfeited and managed by the county, presented unique challenges. The council expressed concerns about the ownership complexities and the implications for both the city and county. A council member highlighted the necessity of contacting the state of Minnesota for further guidance, given the tax-forfeited status of the property. In light of these issues, the City Attorney confirmed that the city had the authority to proceed with the demolition and that the county would waive tipping fees, even though the process had changed due to the fire.
The council was keenly aware of the risk of the property becoming a public safety hazard, especially with the onset of winter. This urgency was echoed by a council member who pointed out the potential for accidents involving city workers and residents. Ultimately, a motion was made and passed to accept the low bid for demolition, with the council agreeing to explore insurance reimbursement options to alleviate the financial burden on taxpayers.
In addition to the demolition issue, the council addressed several other matters of local interest. They approved a proposal from Minnesota Power to upgrade the city’s electric vehicle charging infrastructure. This initiative involves replacing existing level two chargers with DC fast chargers, facilitating electric vehicle travel through the region. Minnesota Power has committed to covering all project costs, including installation and maintenance.
The council also discussed ongoing infrastructure projects funded by municipal state aid (MSA). Two projects on Second Avenue East and Eighth Street were approved, with plans for an extensive Ninth Street project in the pipeline. This project is considered one of the most costly due to its comprehensive scope, including the replacement of water, sewer, and street lighting systems. A public meeting with residents is planned for January to gather input on the Ninth Street project.
In the realm of community events, the council approved a request from the Chamber of Commerce for city support for the upcoming Ice Box Days event. Scheduled for January 25, the event will feature snow sculptures and fireworks, with the chamber expressing gratitude for the city’s past support. The council also approved various license renewals for local businesses, including tobacco and liquor licenses, and extended an offer for a part-time seasonal position in the parks and facilities department.
The meeting concluded with reflections on a recent Christmas parade organized by the Rainy Lake Medical Center. Despite cold temperatures, the event, which featured a tree lighting ceremony and fireworks, was praised by the council. In lighter moments, there was a humorous correction of a misidentification of “alpacas” as “llamas” during the parade.
