- Meeting Overview:
During the Treasure Island City Commission workshop, residents voiced dissatisfaction with the city’s handling of permits and communication, particularly in the aftermath of recent storms. The meeting unfolded against a backdrop of community frustration over transparency, decision-making, and regulatory updates.
Deb Garvin, a resident, expressed significant frustration with the city’s permit process, emphasizing the difficulties residents face in securing necessary home repair approvals. She criticized city officials for their perceived lack of concern and transparency, stating, “you’re all up here smiling while we’re out of our homes.” Garvin highlighted communication failures and a lack of updates from city staff, which she claimed compounded the hardships experienced by residents. Her direct appeal for accountability and transparency was echoed by others in attendance, as the community seeks clarity on the execution of city plans and policies affecting their homes.
The issue of damage assessments was another focal point, with residents questioning the city’s reliance on county property appraisals over FEMA’s valuation tools. One resident pointed out discrepancies in the damage estimates of their home, which led to debates about the accuracy and consistency of the city’s assessment processes.
The call for a structured town hall meeting emerged as a potential solution to the breakdown in communication between residents and city officials. Brandy Long, another resident, advocated for an open forum format to facilitate direct interaction with commissioners. She emphasized the frequent lack of feedback during public comment sessions. This proposal gained traction among the community, as it was seen as a necessary step to address ongoing concerns and frustrations.
The meeting also highlighted structural barriers to communication, including Sunshine Law restrictions, which limit commissioners’ ability to engage directly with residents during public forums. While the commissioners acknowledged these limitations, the call for increased transparency and accountability remained a consistent theme throughout the discussions.
In response to these calls, the meeting explored the possibility of organizing a town hall meeting. Participants agreed on the importance of such a gathering. The conversation acknowledged the potential challenges of maintaining decorum in public meetings, with a focus on ensuring respectful dialogue. Efforts to coordinate schedules and adequately advertise the event were emphasized to accommodate a large turnout.
The session also included a staff presentation by Kimley Horn, a consulting firm tasked with updating the city’s Land Development Regulations (LDRs). The project is in a two-phase process, with the first phase focused on aligning the regulations with the comprehensive plan. The presentation underscored the need to update outdated regulations, some of which date back to before 1995, to reflect current community needs and standards.
The consultant highlighted the importance of standardizing language across different sections of the LDRs to avoid confusion, particularly in areas like landscaping provisions. Visual aids and summary tables were proposed to simplify complex information, making regulations more user-friendly. This initiative aims to enhance clarity and accessibility for both property owners and staff.
The discussion also touched on the potential impact of recent storms on the regulatory update timeline and the workload of city staff. Concerns were raised about managing recovery efforts while progressing with updates, with suggestions to streamline processes to ease the burden on staff. The adaptability of the team in response to new legislation from Tallahassee was also emphasized, acknowledging the need for a nimble approach to address unexpected regulatory demands.
Flood management and the effectiveness of current standards in light of recent storms were recognized as issues. Residents expressed a need for expedited processes to implement necessary regulations, particularly for reconstruction efforts following hurricane damage. The meeting concluded with an invitation for public comments, although none were received at that time.
