- Meeting Overview:
The Homestead Community Redevelopment Agency (CRA) recently approved an extension for the Triangle Project’s deadlines due to a sanitary sewer moratorium, allowing more time for development agreements and project completion. Alongside this decision, the agency addressed residential grants, legislative priorities, and infrastructure funding during the meeting.
The primary focus of the meeting was the Triangle Project, a development initiative. The CRA board approved an amendment to the county deed, extending the required deadlines for executing a development agreement and completing the project to 2027 and 2029, respectively. This extension was necessitated by negotiations and potential delays tied to a sanitary sewer moratorium affecting the area. The motion passed unanimously without public objection, following confirmation of support from the District 9 commissioner.
Another agenda item was the approval of a residential rehabilitation grant for homeowners Jackie and Annie Berger. Their property on Southwest 15th Place was deemed in need of plumbing and electrical repairs. The CRA recommended awarding a grant of up to $20,000, with no financial contribution required from the homeowners. The motion passed without opposition after a brief discussion and public hearing.
During the meeting, it was also announced that Mr. Good, a member of the CRA, would be departing, with his final day scheduled for the upcoming Friday. He expressed gratitude to his colleagues and board members, singling out Leslie Bule, the assistant director, for her support. This announcement led to discussions about the status of additional interior rehabilitation applications, with an emphasis on emergency repairs over enhancements. The board showed interest in potentially shifting focus towards exterior improvements to address slum and blight conditions.
The meeting also included a special call session of the City Council, where several budget amendments for fiscal years 2024 and 2025 were discussed and approved. These amendments accounted for unexpected expenditures, including severance pay for a departing city manager, as well as purchase order rollovers. The council also approved funding for a city-wide enterprise permitting and licensing solution, as well as purchases for the Code Compliance and Parks, Recreation, and Open Spaces departments.
In addition to financial matters, the City Council reviewed a resolution for a call center solution, which authorized agreements with AnsweNet, bypassing competitive bidding. The council unanimously supported deferring an item concerning a related entity, with discussions emphasizing the importance of building height restrictions in the community.
Further discussions included the replacement of the insufficient generator at City Hall, with plans to relocate the existing equipment to the police department to bolster resilience. The proposal to auction surplus property and use proceeds for capital improvements was unanimously approved, as was the motion to upgrade lighting at the Harris Field Park gymnasium with LED fixtures. A grant from the Florida Department of Law Enforcement for community policing and engagement also garnered unanimous support.
Mutual aid agreements with Miami-Dade County, the Miccosukee Tribe of Indians Police Department, and the State of Florida were approved. Additionally, a public transportation grant agreement with the Florida Department of Transportation was approved to expand the Freebee program with new Tesla vehicles.
Legislative priorities for 2025 were discussed, with a focus on infrastructure needs and funding requests. These included projects like Chrome Avenue and Flag Avenue sewer improvements, as well as bridge repairs based on state inspections. The proposal for a Homestead Regional Park, including an Emergency Operations Center, was highlighted as a priority, with a $15 million funding request planned. A review of legislative grants since 2020 was requested to guide future funding strategies.
In discussions about Lner Park, concerns were raised over its management due to increased popularity. There was a consensus against adding a café or water feature, focusing instead on enhancing play areas. The Homestead Live project faced space constraints. The meeting concluded with administrative announcements, including upcoming city events and management details during a planned vacation.
