Leesburg City Commission Weighs Fluoride Project Amid Surgeon General’s Concerns
- Meeting Overview:
The Leesburg City Commission meeting focused on issues, including a debate over continuing the fluoride project in the city’s water supply, updates on land use amendments, and plans for upcoming community events. Concerns raised by the Florida Surgeon General about fluoride played a role in the Commission’s deliberations, as commissioners discussed whether to proceed with or pause the project.
The discussion about introducing fluoride into the city’s water supply emerged as a notable topic during the meeting. This came in response to the Florida Surgeon General’s recent opinion advising against the addition of fluoride. The city had already invested approximately $300,000 in equipment for the project, with a similar amount projected for installation. Despite this financial commitment, the Surgeon General’s strong statement prompted a commissioner to suggest placing the project on hold until further information could be gathered.
This proposition sparked a thorough debate among the commissioners. Some expressed concerns about the timing and the potential loss of momentum for the project, emphasizing the need for a clear timeline for any moratorium. There was a division of opinions, with certain commissioners inclined to adhere to the Surgeon General’s guidance, while others were less influenced by a singular opinion. The discussion also revolved around whether a motion should be made to formally pause the project.
Ultimately, a motion was proposed to delay the project for a week to allow staff more time to gather information regarding the implications of a pause. This delay would involve consulting with the contractor and assessing the financial consequences for the city. The motion was later amended to ensure that a staff presentation would be prepared by the next meeting. This amendment was seconded for discussion purposes, leading to further deliberation about the benefits and drawbacks of postponing the project.
Some commissioners were not in favor of further delays, emphasizing that the Surgeon General’s perspective was one among many. They underscored the importance of proceeding based on a comprehensive understanding of all available information. The commission agreed to receive a detailed staff report on the matter before making any definitive decisions. The final decision on whether to proceed, halt, or delay the fluoride project will be legislative, resting in the hands of the commissioners.
In addition to the fluoride project, the meeting addressed changes to the city’s comprehensive plan. The Commission considered an ordinance to amend the future land use map, proposing a change in designation for approximately 131.5 acres to downtown mixed use. This proposal was initiated following public inquiries and administrative recommendations aimed at enhancing development in the downtown area. The Planning Commission had suggested expanding the downtown area beyond the originally proposed 76 acres.
Candy Harper, the Deputy Director of Planning and Zoning, explained that the expansion’s goal was to encourage redevelopment and attract investment into the community. The Commission approved the transmittal of this amendment to state agencies for further review, with a subsequent reading scheduled for January 27th.
The Commission also tackled a resolution regarding the Shamrockin’ Fest, scheduled for March 14th and 15th, 2025. Recreation Director Travis Rima highlighted the event’s significant impact on the downtown area, necessitating road closures on Friday and all day Saturday. The Commission voted unanimously to proceed with the special event permitting process, subject to further review by a special events committee.
Another item on the agenda involved logistical considerations for scheduling a future commission meeting that coincides with an observed holiday in 2025. Although details were sparse, the discussion was brief, and the meeting proceeded smoothly through this item.
The City Attorney provided an update on the Frostburg contract related to a parcel adjacent to the gas department. The city is expected to close on the contract by Friday, with a sale price of $50,000.
