The Acting Personnel Director explained that the extension was necessary while the search for a permanent chief continued. Chief Bonia presented a summary of his activities over the past three months, noting a 10% decrease in violent crimes and significant drug seizures during his tenure. Council members expressed support for Bonia, appreciating his participation in neighborhood association meetings.
The search for a permanent police chief was another point of discussion. The council deliberated over the composition and appointment process of the search committee, with some members voicing concerns over the lack of communication regarding the council’s role in the process. There was disagreement about whether the community committee remained part of the process, with frustrations about previous uncertainties. A professional firm had been engaged to facilitate the search, and they were reviewing applications.
The council also discussed the appointment process for the Deputy Director of the Department of Public Works. Ida Santana, the current acting deputy director, addressed the council. Questions were raised about her qualifications, particularly her lack of municipal experience. Santana emphasized her transferable skills and dedication to the role, despite the council’s concerns about her direct experience.
Additionally, the council reviewed a request to transfer $400,000 from previously allocated funds to support small businesses through the Prospering Lawrence Grant. Concerns were raised about the transparency of the allocation process, with one council member critiquing the execution of a prior program, emphasizing discrepancies in the distribution of funds. The council urged the administration to refine the process to prevent misinterpretations of the city’s intentions.
