- Meeting Overview:
In a recent Revere City Council meeting, a flyer distributed in neighborhoods criticizing the proposed housing production plan sparked considerable discussion and strong reactions among council members. The flyer accused the council of underhanded tactics. This accusation led to a debate, with council members expressing frustration over what they saw as a misrepresentation of their intentions and a tactic that incited unnecessary agitation among the public.
During the meeting, Tom Scosi, representing the planning department, addressed the council regarding the housing production plan. He clarified that the plan is a five-year initiative crafted with input from professionals and community feedback, including public meetings and an online survey. Scosi emphasized that the plan is not urgent and does not require immediate approval. He explained that adopting the plan would serve as a roadmap for addressing housing needs, particularly affordable housing, and demonstrate to the state a commitment to meeting the 40B requirement, which mandates that at least 10% of housing stock be affordable. Furthermore, he reassured the council that the plan would not dismantle existing zoning ordinances and that any actions would require further votes from the council.
The flyer painted the council’s efforts in a negative light, alleging self-serving motives and the potential for the plan to undermine local zoning laws. This claim led to a substantial reaction from council members, who stressed the importance of transparent and signed communications to avoid spreading misinformation. Several members reported receiving numerous calls from residents, with reactions ranging from constructive dialogue to frustration and anger. One council member mentioned engaging in an “intelligent discussion” with individuals distributing the flyers, using the opportunity to clarify the intentions and details of the housing plan.
The council’s discussion also shifted to the specifics of the housing production plan, with questions raised about its necessity and the implications of 40B developments. The city currently has only 7% of its housing stock deemed affordable, necessitating a plan to avoid potential state intervention. Concerns were voiced about the impact on local neighborhoods, with particular emphasis on areas like Beachmont, where traffic congestion and housing density are already issues. One speaker described Beachmont as “so dense” that the traffic is unbearable, urging a careful examination of the proposal’s components.
Several council members expressed their support for dissecting the proposal collaboratively, emphasizing the importance of understanding its various aspects and potential impacts on the community. They called for the city planner to engage with the council and residents to address concerns and refine the proposal.
The council also heard from public speakers, including residents and city employees, who shared personal stories and insights into the housing crisis in Revere. One speaker highlighted the challenges faced by educated and employed individuals who still struggle to find affordable housing. Another spoke about the historical blend of affordable multifamily housing in Revere and the need to revisit such models to address current shortages and high home prices.
