- Meeting Overview:
The Cannon Falls City Council meeting covered several topics, including the approval of a new aqua handheld sonar device for water rescue operations, ongoing civic engagement, and a review of local ordinance amendments affecting the Canon Valley Fair. The council also addressed community concerns ranging from the care of local swans to the future of city governance.
One focus of the meeting was the council’s decision to approve the purchase of an aqua eye handheld sonar device for the fire department. This device, valued between $8,000 and $10,000, is designed to aid in search and rescue operations, particularly in water-related incidents. The fire chief highlighted its recent necessity during a search operation involving challenging ice conditions. The device’s forward-facing infrared thermal imaging capabilities would enhance the department’s ability to locate individuals in water, especially under icy conditions.
Despite initial concerns over bypassing the usual protocol of consulting the police commission first, the urgency and importance of the request led the council to approve the purchase directly. One council member noted the deviation from standard procedures, emphasizing that such requests typically involve the police commission. However, the fire chief clarified that the direct approach was due to the pressing nature of the situation and the timing of the year. Another council member acknowledged the financial implications but recognized the necessity of the equipment, given the community’s proximity to water bodies.
In addition to the equipment purchase, the council addressed an ordinance amendment concerning the Canon Valley Fair. The proposed amendment sought to establish a new fairgrounds zone, which would enable the city to regulate events, including potentially prohibiting racing activities. However, the Planning Commission had unanimously rejected the proposed changes, and the fair association itself did not support the amendment. A council member noted that given the lack of interest from the fair and the Planning Commission’s decision, there was little reason to continue pursuing the ordinance amendment. A resolution was passed to document the denial of the ordinance amendment.
Public input during the meeting also brought several community concerns to the council’s attention. Greta Berkes, representing the Cannon Valley Fair Association, urged the council to reconsider the ordinance proposal related to the fairgrounds, citing inaccuracies and restrictions that could impede longstanding events. Jim Hoffman expressed concerns about the racetrack, advocating for a cease-and-desist order to halt operations, while Alicia Saladino raised issues regarding the care of city swans, calling for transparency about their maintenance and welfare.
The meeting also served as a platform for civic engagement and transitions within the council. Departing council members shared reflections on their service, expressing gratitude for the opportunity to serve the community and urging continued public involvement in local governance. One member highlighted the complexities of decision-making within the council, encouraging residents to participate rather than relying on secondhand information.
As part of civic updates, the Chamber of Commerce reported on the success of the “Deck The Falls” event despite cold weather and announced an upcoming business recognition event. The Economic Development Authority discussed ongoing developments, including the sale of lots in Hardwood Estates and an upcoming vacancy on the EDA board. The importance of supporting local businesses was emphasized, with a plea for community members to shop locally during the winter months.
In addition, the council addressed routine business such as license renewals for 2025 and acknowledged the upcoming end of terms for several council members. Public Works reminded citizens of the need for caution in anticipation of potential snowfall, emphasizing the importance of road safety and efficient snow removal operations.
