- Meeting Overview:
The Westport Infrastructure Oversight Committee’s recent meeting focused on securing funding for local sewer projects, addressing water quality issues, and exploring potential partnerships for infrastructure improvements. The committee discussed various grant opportunities and the challenges of meeting matching fund requirements, as well as the implications of ongoing development projects on local resources and public health.
At the forefront of the meeting was the discussion surrounding potential funding sources for the advancement of Westport’s sewer projects. The committee highlighted three primary funding avenues: the Mass Works Grant, Congressional Designated Spending (CDS) facilitated by Representative Keating, and a newly introduced $2 million infrastructure bond earmark by Senator Michael Rodrigues for Route 6 water and sewer improvements. While the Mass Works Grant offers between $2 to $5 million, it requires a development partner, which has been a hurdle in previous applications. The secured CDS funds require a local match of $220,000, which poses a challenge for the town.
Concern was expressed over the town’s ability to secure necessary matching funds. Some committee members suggested exploring commercial partnerships as a possible solution. A member remarked on the potential for collaboration, noting that commercial entities contributing financially could be beneficial. The committee looked to Swansea’s successful $21 million sewer project as a model for securing commercial backing and advancing infrastructure goals.
Local stakeholders, notably Bristol Pacific, were identified as potential partners, given their ownership of significant properties such as the Edgewater apartment complexes. The urgency of submitting a compelling Mass Works Grant application by June was underscored. The committee emphasized the importance of presenting a proposal highlighting job creation and development potential to strengthen their application.
Further funding prospects were discussed in the context of recent commercial developments. Advanced Recycling Technologies’ acquisition of Mid City, aimed at upgrading the facility for innovative recycling methods, aligns with the committee’s goal of enhancing infrastructure capacity while supporting business growth. Other commercial interests, such as U Monaco Investments’ redevelopment projects, were noted for their potential benefits from improved sewer connections, especially given current high costs of wastewater management.
Discussions also covered the operational challenges posed by existing infrastructure, specifically pump stations. Concerns about maintenance costs and the capacity of stations like the one at Edge Water were raised. The need for strategic planning in expanding sewer access was highlighted, with an emphasis on aligning with municipal infrastructure goals.
In a broader discussion on water quality, the committee addressed the need for better communication with residents. The uncertainty surrounding well water quality led to proposals for public meetings to inform residents about the benefits of connecting to town water. The potential contamination of wells with substances like PFAS was a concern, stressing the importance of reliable water quality standards.
The meeting also touched upon the committee’s ongoing efforts to manage logistics and funding for water service connections. Proposed options for extending water lines in the East Briggs and Oakland Loop areas were evaluated, with the East Briggs option noted as more cost-effective. Despite some residents’ reluctance to connect to the new water service, the committee planned to encourage participation through incentives and public education.
