A notable aspect of the hotel proposal was its planned connection to Callaway’s sewer system rather than Parker’s. This arrangement raised eyebrows as there was no formal agreement between the two municipalities for such connections. It was revealed that Callaway had already connected approximately 124 to 129 structures to Parker’s sewer system without formal acknowledgment. The council acknowledged the importance of establishing a formal agreement to address the current project and future developments, as the existing sewer system’s capacity required careful management.
The council discussed the implications of the sewer connection, recognizing the need for a collaborative agreement with Callaway. It was suggested that the approval of the hotel development be contingent on executing such an agreement. The council members supported this condition, and the motion to approve the development order with this stipulation was passed unanimously. The approval marked a step forward for the project.
In addition to the hotel discussion, the meeting addressed the city’s budget adjustments, which were necessary due to previous advertising errors. The budget had been incorrectly advertised as a final hearing, which should have been labeled as a tax increase due to the roll-back rate calculated by the property appraiser. This rate, which ensures the same revenue as the previous year despite increased property values, was set at 2.7178 mills, while the city maintained a millage rate of three mills. As a result, the city would generate additional revenue classified as a tax increase by the state.
Due to these adjustments, the budget reserve balance increased from $100,000 to $137,000. Public concerns were raised about the implications of increased property values and the city’s financial condition. Clarification was provided that the additional revenue, amounting to $337,201, was placed in reserves rather than reallocated. Concerns regarding Community Redevelopment Agency (CRA) funds were also discussed, with assurances that discussions on spending plans would occur in the new year.
Another topic of interest was the ongoing debate about constructing a fence around Melindy Pond, which had been discussed in previous meetings but lacked formal funding. Concerns were raised about potential liability issues due to the pond’s proximity to a children’s facility. The council members deliberated on the necessity of the fence, referencing similar structures around other retention ponds in the area. The absence of a formal vote on the matter was noted, and the council was asked to consider budgeting for a fence, prompting a discussion on the associated risks and benefits.
