The board also discussed technical aspects such as traffic detection systems, related to LED service replacements on Belmont and Albert Streets, where significant funding has been allocated without imposing costs on homeowners.
Adding to the board’s agenda was a contentious billing dispute with Westport, dating back to 2016-2020. The board addressed complexities stemming from historical meter malfunctions, notably linked to hydrant flushing that reportedly disrupted accurate billing assessment. Despite Westport’s continued bill payments, the board acknowledged a lack of clarity in prior administrative actions. In response, the board is exploring non-binding mediation as a pathway to resolve these issues amicably. This approach aims to clarify both parties’ positions without compromising existing agreements. A motion to pursue mediation was unanimously approved.
Further discussions included the use of flowable fill in infrastructure projects, particularly a significant allocation for a project on Meridian. The board emphasized the material’s importance in addressing subsidence issues in trench patches, with an annual budget allocation of $60,000. Additionally, a change order for AD Pini, amounting to $131,100, was approved to conclude the 2023 lead service replacement program. The contractor was praised for exceeding contractual obligations by conducting extensive resident notifications, totaling around 6,000 mailings.
The meeting also covered ongoing developments at the Discovery Center, with plans to convert an existing house into the center’s main facility, including exhibition and meeting spaces. A major stabilization project for the center’s barn was discussed, featuring new siding, roofing, and windows, alongside the construction of a large deck to facilitate educational activities. The project, funded through Opa, also includes innovative restroom facilities using self-composting toilets, aligning with environmental considerations due to the site’s proximity to a pond.
