Norfolk County Allocates Millions in ARPA Funds Amid Urgency of Year-End Deadline

These projects highlight the county’s focus on utilizing ARPA funds to supplement its capital plan, particularly as no plan is in place for fiscal year 2025.
In another significant topic, the opioid grant program was introduced, with updates indicating ongoing monitoring since the program’s inception. The county plans to allocate all remaining opioid grant funds by December 1, adhering to a deadline for revised grant agreements. Detailed monitoring processes were outlined, including quarterly and annual expense submissions by grant-receiving communities. Auditors from Clifton Larson will conduct intensive reviews, sampling various grants as part of their regular cycle.
The board also addressed a collaboration with Gilly House and the VNA program, showing openness to proposals from these organizations. In a related vein, the opioid grant awards were revisited, with $1,500 planned for each of the 21 community coalitions this year. Approximately $440,000 remains available, offering entities like Gilly House the chance to apply for funding.
Moreover, the meeting included a resignation approval for Meline Groin, the animal science herdsman, effective October 18, 2024, and Edward McFadden, a substitute instructor at the agricultural school, effective January 7, 2024. Christopher Gil’s promotion to a maintenance position was also approved. These personnel changes reflect ongoing adjustments within the county’s workforce.
Operational awards were another key focus, with $164,500 granted to the town of Medfield to fund mental health services through December 2026, addressing needs exacerbated by the pandemic.
