Clay County Board Focuses on Inmate Housing and New Detox Facility in Recent Meeting
- Meeting Overview:
At the recent Clay County Board of Commissioners meeting, discussions centered around a new memorandum of understanding with Cass County, North Dakota, for inmate housing, the unveiling of a new detox withdrawal management facility, and efforts to address mental health needs with a proposed psychiatric residential treatment facility (PRTF).
The board addressed a issue with Cass County’s need for additional inmate housing capacity. Cass County has faced severe overcrowding in its facilities, leading to logistical challenges such as transporting inmates across various locations. In response, the Clay County Board approved a memorandum of understanding that allows Cass County to board inmates at the Clay County Correctional Facility. This partnership will begin with a trial phase of housing ten inmates, with options to increase this number if space permits. The agreement includes stipulations about the per diem rates. This collaboration aims to alleviate capacity issues while maintaining financial viability for both counties.
Another highlight of the meeting was the unveiling of a new detox withdrawal management facility, which has increased its capacity to meet the growing needs of the community. The facility is designed to offer specialized care for individuals undergoing substance withdrawal, contributing to the overall public health strategy of the region.
In addition, the board discussed ongoing efforts to establish a psychiatric residential treatment facility (PRTF) in Clay County. This initiative addresses a critical gap in mental health services, emphasizing the need for accessible psychiatric care. The board members plan to present the proposal at the Minnesota Indian Affairs Council’s quarterly meeting, seeking support for the project. The PRTF is expected to provide essential services, particularly for children and families in need, and is part of the county’s legislative priorities for 2025.
Veteran services were also commended during the meeting, with Clay County maintaining a record of zero identified homeless veterans. This achievement reflects successful collaborations with veteran courts and local organizations. Additionally, the probation and parole department reported serving over 1,054 adults and 81 juveniles, with the introduction of a new DWI Court and a gender-responsive cognitive behavioral therapy program for women.
The board also focused on the county’s legislative priorities, which include securing funding for the FM diversion project to manage flood risks and advocating for increased mental health resources. The diversion project remains a infrastructure initiative.
Other items discussed included the approval of the 2025 operating budget and tax levy, with an estimated total expense of $23,995, funded through property taxes, state aid, grants, and the utilization of the funding balance. The board also confirmed the election of Commissioner Campbell as chair for 2025, alongside Commissioner Mojo as vice chair, and approved committee assignments with an amendment to remove a defunct task force line item.
In infrastructure matters, the board approved the purchase of new equipment for the Highway Department, including two John Deere tractors and a pickup truck, to enhance service efficiency during snow events and routine maintenance. The Safe Routes to School program grant request was also sanctioned, supporting the city of Dilworth in securing up to one million dollars to improve community safety without financial implications for the county.
