The proposed amendments would allow attached and detached ADUs by right in any zoning district where single-family dwellings are permitted, with minimal restrictions. The board plans to vote on these amendments on January 27th, aligning with the special town meeting.
The amendments aim to streamline the approval process for ADUs, limiting local board discretion and removing restrictions on owner occupancy, age, or affordability. Parking requirements would also be eased, particularly for ADUs near transit stations. The board emphasized the need for Chelmsford to adapt its zoning bylaws swiftly in response to state legislation, with a view to enhancing the town’s housing stock and affordability.
Beyond these major topics, the meeting addressed several other issues. The implementation of a mileage-based vehicle charging system and automated traffic enforcement technology were discussed, reflecting ongoing efforts to modernize local infrastructure and improve safety. The board considered the benefits of charging based on miles driven, especially for electric vehicles, and the potential for using cameras on school buses to enforce stop sign violations.
The board also explored the possibility of funding an underground utility project through Central Square, involving Verizon and National Grid. This project, which has faced delays due to funding shortages, aims to move utility lines underground.
