- Meeting Overview:
In a recent meeting, the Hampden Conservation Commission focused on potential upgrades at Memorial Park, including new recreational facilities, and plans for repairing a deteriorating bridge, supported by a state grant.
A significant part of the meeting was dedicated to exploring feasible projects for Memorial Park. The Parks and Recreation Director outlined potential developments such as expanding a basketball pad into a full pickleball court and constructing new shade structures for the splash pad. Given the proximity of these projects to a nearby brook, the conversation emphasized the importance of adhering to environmental regulations. The director, who is relatively new to managing projects involving the Conservation Commission, expressed a keen interest in understanding the necessary processes.
The existing recreational facilities, particularly the basketball court, were scrutinized for safety concerns. One participant described the court as “a joke” due to its unsafe design, recounting incidents of injuries. The commission discussed whether to renovate or replace these facilities entirely. The presence of wellheads on town property further complicated developmental plans, having previously hindered a master recreation facility at Thonberg, shifting focus to Memorial Park as a viable alternative.
The safety and security of potential new courts, including considerations about lighting, raised concerns about potential misuse. The police department had previously voiced reservations about monitoring illuminated areas, prompting discussions on balancing accessibility with safety. Procedural steps for moving forward with these projects were debated, including submitting separate Notices of Intent for the bridge and courts to streamline the approval process.
The bridge repair project at South Road over Ballard Brook also took center stage. Representatives from VHB presented their plans, detailing the structure’s deterioration and the need for repairs. Built in 1938, the bridge’s superstructure, including beams and decking, is in poor condition, with significant holes in the steel prompting vehicle restrictions. The project, funded by a Small Bridge Grant from MassDOT providing $500,000, involves replacing the beams and deck while preserving the existing foundation. Environmental considerations were carefully addressed, with assurances that the work would not impact the natural bank or waterway.
Temporary impacts to the riverfront area, such as repaving roadways and installing erosion controls, were discussed, with measures like compost filter tubes and silt fences planned to mitigate environmental disruption. The project aims to maintain one lane of traffic during construction to minimize community disruption, with a completion target by late October, contingent on timely approvals from the Massachusetts Office of Transportation.
In a separate matter, resident Shory Gretti presented development plans for his property on Stafford Hollow Road. Gretti intends to construct a pre-engineered metal building in the backyard, navigating challenges posed by a large tree and substantial boulders. The commission discussed the conservation implications, particularly the structure’s proximity to protected areas, and advised Gretti on necessary documentation and filings to ensure compliance with local regulations.
The meeting also featured administrative updates, including the introduction of two potential associate members to the Conservation Commission. Marilyn Dagostino and Liz expressed their interest in contributing to the commission, with motions passed to accept Dagostino and encourage Liz’s participation in future activities.
