Marion County School Board Faces Community Backlash Over Increased Facility Fees for Kingdom of the Sun Band
- Meeting Overview:
In the recent Marion County School Board meeting, concerns over increased facility rental fees for the Kingdom of the Sun Concert Band took center stage. The band, a community staple for over 35 years, raised objections to a proposed hike in fees that could jeopardize their future performances. Discussions also touched on various educational initiatives, student expulsions, and facility improvements.
The Kingdom of the Sun Concert Band, a long-standing nonprofit organization in Marion County, voiced concerns during the public comment section of the meeting. Several members of the band, including Marcia Moncaster, Van Williams, and David Sandgren, addressed the board about the sharp rise in fees for using school facilities for their practices and performances. Previously, the band had a 25-year in-kind partnership with the school district, which dissolved in 2017, leading them to pay a $16 hourly usage fee. This fee has since been adjusted to $26 for rehearsals and $65 for concerts, raising their annual costs to over $10,000.
Moncaster highlighted the financial strain these increases pose, expressing concern that the band’s total expenditure per concert weekend would rise significantly. Williams, a band member and local educator, emphasized the band’s role in the community, providing free musical events and fostering a multigenerational environment. He argued that if even one student benefits from the band’s presence, it is a worthwhile use of school facilities.
Board members were urged to consider the cultural and emotional value the band brings to the community. Diana Reed, the band’s announcer, and Elizabeth Morgan, a charter member, echoed these sentiments, calling for the board to recognize the historical relationship between the band and the school system. They requested that the board maintain affordable fees to preserve the band’s contributions to local culture and education.
In response to the public comments, Dr. Ms. Dobbins clarified that the fee schedule being applied was board-approved, and that changes in staff management of rental applications had led to the enforcement of these rates. The board acknowledged the need for a review of the fee schedule, which had not been updated since 2010. There was a consensus to maintain the current rates for existing nonprofits until a new fee structure could be discussed and adopted.
Beyond the public comments, the board addressed other issues, including the recognition of Red Ribbon Week, a nationwide drug prevention initiative. The event saw substantial participation, with schools adopting the theme “Life is a Movie, Live Drug Free.” Activities throughout the week focused on mental health, good choices, and physical well-being, culminating in a spirit contest among schools. The board praised the enthusiasm and participation of students and teachers.
The meeting also tackled student expulsions, with the board approving several cases with provisions for continued educational services. Concerns were raised about the adequacy of information provided for decision-making, leading to the tabling of one expulsion case for further discussion.
Infrastructure and maintenance projects were also on the agenda, with discussions on facility improvements, including roofing and brickwork repairs at several schools. The board approved significant expenditures for these projects, emphasizing the importance of maintaining safe and functional school environments. Additionally, a contract for internal auditing services was approved.
Student representatives Chloe from Forest High School and Carson from North Marion High School participated in the meeting, sharing insights about their schools. They highlighted ongoing projects and expressed concerns about safety and infrastructure.
