Lakeville City Council Faces Concerns Over Proposed Fire Station Location and Safety Issues

In addition to public comments, the council reviewed the 2024 annual liquor operations report. The report noted a gross profit increase of $158,000 over the previous year, thanks to over 50 promotional events at the Emporium room, which also hosted 70 private rentals generating $60,000 in fees and bar sales. The liquor fund contributed nearly $1.6 million to city projects, reducing dependency on property taxes. Fundraising efforts supported community initiatives, including contributions of over $33,000 to the Be on the Yellow Ribbon program and $35,000 to local food shelves. The liquor department was recognized as a top 100 retailer by Beverage Dynamics magazine and received a reader’s choice award from a local newspaper. Future objectives include remodeling the Galaxy location and hiring an assistant manager at the Kia Cook site.
The discussion transitioned to the Economic Development annual report for 2024, presented by the community development director. Nearly $258 million in building permits were issued, with the largest permit for the RL Cold Storage facility, valued at $32 million. Lakeville ranked second in Minnesota for residential permit numbers, issuing 285 single-family permits and other residential developments totaling over $155.5 million. The report highlighted ongoing developments at Grand Prairie Park and significant business expansions, including new medical offices and retail outlets. Employment statistics showed a 3.9% increase, with the unemployment rate at 2.4%. Efforts to promote business growth included outreach initiatives and a new rental registration program, with over 650 registered properties.
The council also deliberated on a development project by Brink Construction and Engineering for Kenrick Corner. The proposed replat aims to accommodate two commercial tenants, maintaining existing landscaping and introducing new features. Questions arose about a turnaround driveway’s inclusion, previously used by a dental practice, with its potential fire safety role under consideration.
An ordinance amendment concerning Title 11 of the city code was discussed, focusing on parking requirements and zoning updates. Changes included a definition for commercial recreation facilities and relaxed parking space requirements in industrial zones. The amendment reduced the minimum unit size for multifamily developments in mixed-use corridors and addressed conditions for major auto repair establishments in the I1 light industrial district. The Planning Commission had recommended the amendments, which were aimed at streamlining regulations and enhancing business flexibility.
